Job summary

The Minnesota Department of Human Services is seeking an Accounts Payable Unit Supervisor in St. Paul. This full-time, exempt leadership role oversees purchasing, encumbrances, and vendor payments, ensuring accuracy and timely processing.

Telework eligibility applies for Minnesota residents or bordering states with approval. The candidate will develop policies, maintain controls, and coach staff to meet annual objectives.

Qualifications

  • Demonstrated leadership experience in supervisory roles such as supervisor, lead worker, team lead, or project lead.
  • Three years of accounting experience with ability to analyze and resolve fiscal discrepancies and apply GAAP.
  • Experience with financial systems, databases, and office applications; knowledge of GAAP.

Responsibilities

  • Oversee DHS SWIFT purchasing, encumbrancing and vendor payment functions to ensure timely and accurate payments.
  • Develop, write, and maintain agency-wide policies related to purchasing, encumbering, and payment processes; train staff.
  • Interface Warrant Print app and maintain audit trails for reporting and efficiency improvements.
  • Supervise and maintain controls for Imprest Cash, encumbrance certifications, and open PO closures as per schedule.
  • Coordinate document retention policies for the FOD Accounts Payable Unit.

  • This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance.   • Exercise supervisory authority so that applicable labor agreements and plans are equitably administered, and employees effectively perform assigned job duties to achieve the annual objectives of the section.
  • Lead DHS and MNsure SWIFT purchasing, encumbering and vendor payment functions assuring that departmental obligations are promptly, accurately, and efficiently paid and that internal controls are in place to identify areas of weakness.
  • Develop, write, and maintain agencywide policies and internal procedures related to purchasing, encumbering, and payment processes, including training department staff to ensure obligations are promptly, accurately and efficiently paid.
  • Interface Warrant Print (IWP) application/product owner. Utilize technology to automate DHS purchasing and payment functions, maintain audit trails, and provide data for reporting to maximize operational efficiencies.
  • Manage and coordinate the unclaimed property review process to determine which outstanding warrants are still valid and if payment should be reissued or if funds should be forwarded to Unclaimed Property at Department of Commerce.
  • Supervise and maintain DHS Imprest Cash controls, policies, procedures and reporting.
  • Coordinate the annual and quarterly encumbrance certifications and closing of open purchase orders as required by MMB’s established schedule.
  • Supervise and maintain the FOD Accounts Payable Unit Document Retention (EDMS/ICN) scanning policies, procedures, controls and structure.

Minimum Qualifications
  • To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month, day and year for each job held.**

Demonstrated leadership experience*

  • Leadership experience can include:
  • Experience as a supervisor, lead worker, team lead, project lead;
  • Completion of a State of Minnesota leadership program (e.g. ELI, L4);
  • A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:
    • 1+ year of experience identifying issues, goals and strategic actions
    • 100+ hours per year time commitment

AND

Three (3) years of experience in accounting. Experience must demonstrate:

  • Analyzing and resolving fiscal discrepancies and developing and implementing fiscal procedures.
  • Interpreting financial documents.
  • Knowledge and experience with financial systems, databases, and office applications.
  • Knowledge and experience with Generally Accepted Accounting Principles (GAAP).
  • Ability to hold team members accountable for their work product and meeting established goals.
  • Ability to prioritize projects and initiatives by aligning people and resources to meet the needs and strategies of the organization.
Preferred Qualifications
  • Knowledge of state and department purchasing, travel, personnel, and payroll policies and procedures, and have the ability to interpret and explain these.
  • Demonstrated working knowledge of SWIFT Accounts Payable, Budgets, and Purchasing.
  • Experience with managing conflict effectively.
  • Ability to develop networks and build alliances with a diverse group of people and a variety of communities.
  • Experience in a work environment that actively works to correct inequities and disparities.
  • Variety of experiences working effectively with others from different backgrounds and cultures.
