The branch leads the development of inclusive legislation and policies that promote Indigenous participation in Manitoba’s natural resource sectors. It aligns departmental strategies with the province’s commitment to reconciliation with Indigenous Peoples.

Position Overview

We seek a strategic, collaborative, and visionary leader for the role of Senior Manager, Indigenous Resource Policy. You will guide a dynamic team in designing and delivering programs and initiatives reflecting a holistic approach to Indigenous engagement. You will lead cross-departmental coordination, manage complex projects, and provide expert policy advice to senior leadership.

Qualifications
  • Bachelor’s degree (Master’s preferred) in Indigenous studies, public administration, environmental science, or related field; an equivalent combination of education, training, and experience may be considered.
  • Management experience overseeing human and financial resources, including budget development.
  • Extensive experience in policy and program service delivery related to natural resource management, Indigenous engagement, economic reconciliation, or community economic development.
  • Proven experience in planning and overseeing project implementation within budget and time constraints, leading diverse teams.
  • Experience in developing and implementing programs, systems, and evaluation tools.
  • Experience working with stakeholders including Indigenous governments, organizations, industry, academia, and government levels.
  • Strong research, analysis, stakeholder engagement, and recommendation development skills.
  • Excellent written and verbal communication skills for diverse audiences, including senior management.
  • Strategic advice experience, sound judgment, leadership, and initiative.
Responsibilities

The Senior Manager reports to the Executive Director and leads a team focused on advancing Indigenous participation in resource management. Responsibilities include developing and evaluating inclusive policies and programs, collaborating with stakeholders, overseeing projects, and supporting strategic decision-making.
