Duties And Responsibilities
Under the direction of the Manager, Privacy & Freedom of Information, the Privacy Specialist will work closely with all clinical and non-clinical programs, to coordinate the implementation, education, maintenance, and adherence to, the organization's policies and procedures.
The Privacy Specialist Will
" be responsible for privacy training, access audits, and promoting privacy awareness across the organization;
" will provide expertise, assistance and leadership to physicians, staff, volunteers, and students, at all sites, as appropriate, on privacy and Freedom of Information issues, including ensuring the compliance with provincial privacy legislation;
" manage correction requests, consent directives, and consent over-ride investigations;
" investigate both internal and external incidents, complaints, and privacy related inquires;
" work cooperatively with the Health Information Management team and other departments in overseeing the patient's right of access to, and disclosure of, personal health information in compliance with PHIPA;
" liaison with external bodies including the Information and Privacy Commissioner of Ontario;
" review new applications and business processes that require access to personal health information, ensuring compliance with privacy standards, legislation, and industry best practices;
" review data sharing agreements in collaboration with Legal and Information Security/Technologies;
" when appropriate, support the Manager, Privacy & Freedom of Information in ensuring LH's compliance with all matters related to Freedom of Information and LH's responsibilities under applicable legislation.
Qualifications
" Bachelor degree in Health Information Management or equivalent;
" Certified Information Privacy Professional of Canada (CIPP/C) required;
" Certified with the Canadian College of Health Information Management (CHIM) required, with strong knowledge of electronic records management, understanding of physical records management, and an understanding of the lifecycle of data management;
" 3 - 5 years experience in Privacy within a health care environment, with experience and expert knowledge of, and experience interpreting and applying privacy legislation, policies, and procedures related to access to, and the collection, use, disclosure, storage and destruction of personal health information governed by PHIPA;
" Thorough knowledge of privacy legislation in Ontario, and a demonstrated ability to interpret PHIPA;
" Outstanding presentation skills with knowledge of adult learning principles and a demonstrated ability to develop and conduct orientation, training, and presentations in the area of privacy to staff at all levels;
" Demonstrated good public relations skills with internal and external customers;
" A strong team player with the ability to work independently and the ability to mentor and coach new team members;
" Demonstrated excellent communication (written, verbal, and non-verbal) and interpersonal skills, with the ability to build positive relationships across the organization;
" Strong analytical, problem-solving, and conflict resolution skills;
" Maintain current knowledge of applicable privacy laws and industry standards;
" Ability to take initiative and be proactive in identifying opportunities to support and enhance respect for privacy
" Proven ability to be detail-oriented with excellent attention to detail, and to pay close attention to accuracy;
" Superior organization and planning skills to meet workload demands in a timely fashion with frequent interruptions;
" Ability to adapt quickly to changing priorities and demands, while planning, organizing and managing multiple initiatives;
" Advanced knowledge and experience in Microsoft Office (Outlook, Excel, Word, and PowerPoint), and experience in a variety of hospital information systems;
" A commitment to support the patient and family centered care philosophy, while striving to provide an exceptional patient experience;
" Must maintain strict adherence to confidentiality rules;
" Must be reliable and dependable with an excellent attendance record and the capability of maintaining this same standard;
" Must be willing to travel from site to site and provide own transportation; and
" Other activities as assigned by the Manager, Privacy and Freedom of Information.
