This position works in the Real Property organizational unit. This is complex residential and commercial property management work in real property administration for city-owned properties at the senior level. An incumbent of this class leads on the more complex and unusual issues related to property administration while providing advice and guidance on issues related to the lease, rental, management, maintenance and marketing of real property including office buildings and space, residential, commercial and industrial properties, subsidized, social and market housing, and community resource centres. Develops, recommends and implements new and revised operating policies, procedures, occupancy and usage guidelines and property management methods in addition to tenant orientation, retention and documentation procedures and processes. This position calculates the value of city assets including buildings, contents and equipment for lease, rental, sale and fire insurance purposes; reviews a variety of data and prepares rental and cost benefit analyses. Conducts regular property inspections; recommends the repair, maintenance or demolition of rental properties; participates in the tendering process and recommends acceptance or rejection of bids; approves and monitors contracts; coordinates and monitors construction progress. A Senior Real Property Administrator advertises and shows properties for lease or rental; prepares and executes rental/lease agreements; oversees the collection of rent and other fees as applicable; terminates tenancies in accordance with applicable agreements, legislation and directives. Implements energy conservation, emergency preparedness, health and fire safety, and preventative maintenance procedures; monitors and directs the work of third-party property managers and maintenance staff; reviews accounting, operating and reporting records and procedures. Other responsibilities include identifying and classifying tax-exempt properties; preparing permissive property tax exemption applications; estimating operating/capital and maintenance budget requirements; preparing budgets and funding requests; reviewing property revenues and expenditures; preparing council reports on budgetary, lease and rental matters. Provides research and technical support on property management matters for senior staff and Council; and oversees website content related to property management. Performs related work as required.
Qualifications include completion of a Bachelor’s Degree in Urban Land Economics or a related discipline and completion of courses in sales, marketing and negotiation, plus considerable related experience, or an equivalent combination of training and experience. Thorough knowledge of property management principles, practices and procedures. An incumbent will have considerable knowledge of property values and real estate market conditions and trends as well as valuation and investment analysis methodologies. Sound knowledge of legislation, bylaws and regulations governing the work performed. Working knowledge of processes related to property rezoning, subdivision and transfer of density, and heritage and amenity bonuses. Ability to provide work direction, guidance, mentoring and feedback to other staff; to prepare assessments, calculations and analyses related to the work; and negotiate lease terms, rates, use clauses and related matters. Ability to establish and maintain effective working relationships with a variety of internal and external contacts; to prepare correspondence, records, reports and budgets related to the work. A Senior Real Property will have the ability to communicate effectively both verbally and in writing and effectively use related computer software. A Driver’s Licence for the Province of British Columbia and eligibility for Professional Membership or Professional Membership in the Real Estate Institute of British Columbia is required.
