Reporting to the Director of Post Secondary and Continuing Education, this is a highly professional position that has a significant level of responsibility and considerable accountability related to providing oversight and leadership as it relates to various areas of work within the Continuing Education section of the Division.
This position will make effective recommendations and deliver results at multiple levels that will impact program design/delivery and/or policy development and implementation. This position provides subject matter expertise related to a number of diverse program areas and provides advice/direction to the Director and Deputy Minister or Minister.
The Manager of Continuing Education is responsible for the day-to-day operations and the collection of the Student Protection Fund under the Private Training Schools Act.
Duties will include but are not limited to:
- Develops evaluation processes for adult literacy/education programs to ensure standards in all programs;
- Serves as the lead and primary contact (Jurisdictional Administrator) for the national Canadian Adult Education Credential (CAEC) which replaced the GED program as a high school equivalency program;
- Responsible for ensuring that CAEC candidates meet the requirements for the completion and awarding of CAEC transcripts and certificates;
- Manages the Minister’s Directive for the PEI High School Graduation Certificate for Mature Students. This includes making recommendations for upgrading high school credits versus pursuing CAEC/ GED certificate program;
- Develops funding partnerships with federal, provincial governments and agencies to secure long-term support and continuity of all adult literacy/education programs including Workplace Education, Adult Education, and Family Literacy;
- Serves as the Administrator of Private Training Schools (PTS) responsible for providing oversight for the Private Training Schools Act and Regulations;
- Responsible to lead and/or carry out various legislative and regulatory requirements which include:
- The collection and adjudication of student complaints, facilitate program reviews for new schools and any additional programs for existing schools with subject matter experts from Industry;
- Leads the review process including acceptance for new private training school applications including information pertaining to; Program Information, Student Contracts, Student Policy Manuals, Tuition and Fee schedules, Business Plans and Criminal Record Checks for new operators and instructors.
- Responsible for the administration of the Student Protection Fund and the new transcript records management program for students
- Maintains the yearly bonding program to ensure schools remain in compliance; and
- Conducts reviews for various training program applications for compliance under the PTS Act and issues exemption letters as part of the application process.
- Chairs or leads internal or external working groups and meetings to facilitate discussions and report on results;
- Oversees financial management of various projects to ensure Federal Government compliance requirements are met and approves payment of claims to the vendor;
- Provides advice and direction to the team and works with finance subject matter experts to address key issues/risks in a timely manner to ensure project integrity is not comprised;
- Liaises with senior officials with the federal government on various projects to ensure objectives, deliverables and timelines are met and makes adjusts as required to ensure risks are mitigated;
- Provides policy research, analysis, and writing support for the development of departmental legislation and regulations as it relates to Continuing Education (i.e. Private Training Act/Regulations);
- Develops and implements effective consultation mechanisms to gather information and ascertain the views of stakeholder groups to inform the development of legislation and policy making to ensure the practicality of program design and delivery;
- Provides high quality support to the Director by assisting in the preparation of Treasury Board and Executive Council Memorandum, correspondence, briefing notes, speaking notes, communiques, presentations, policy reports and other materials as requested;
- Other duties as required.
Minimum Qualifications:
- Bachelors degree in Business Administration, Education, or a related area;
- Demonstrated equivalencies will be considered;
- Extensive experience in administration, management and/or supervision of programs and services;
- Experience of financial management practices and techniques including budgetary decision-making processes;
- Experience with and knowledge of project management techniques to set goals, workload priorities, conduct cost benefit analysis and to lead and manage projects;
- Experience in making sound recommendations to inform program design, policy development and/or legislation;
- Experience in supervision/management of staff;
- Excellent writing and analytical skills;
- Experience with negotiation and facilitation skills;
- Flexibility to tackle a broad range of tasks is essential;
- A proven ability to develop good working relations with external organizations and agencies;
- Must be able to provide proof of an acceptable criminal record check.
Other Qualifications:
- Masters Degree in Business Administration, or Education is preferred.
- Demonstrated working knowledge of Provincial Acts and Regulations, collective agreements, human resource policies and procedures and Treasury Board policies.
