Job summary

Lever, Inc. is seeking a Telco Network Operations Manager for the Americas, based in Brazil and fully remote.

You will own the incident lifecycle for global connectivity services, acting as Incident Commander during major events and coordinating internal teams, MNOs, and core-network vendors to restore services quickly. You will lead a 5–10 engineer team, guide RCA and permanent corrective actions, and drive improvements in roaming, IPX/GRX, and 4G/5G connectivity.

Qualifications

  • 15+ years of Mobile Telecommunications experience is required.
  • Strong experience leading major network incidents and troubleshooting.
  • Excellent English communication and stakeholder management skills.

Responsibilities

  • Own the complete incident lifecycle for global connectivity services, including detection, investigation, restoration, and closure.
  • Serve as Incident Commander during major network incidents, coordinating cross‑functional teams and partners.
  • Build and develop a team of Network Operations engineers through mentoring, escalation support, and performance management.
  • Maintain hands-on technical ownership of roaming and core-network services (Diameter/DRA/HSS, GTP-C/U, PGW/PCRF, IPX/GRX).
  • Analyze traces, PCAPs, logs, and signaling to identify and resolve complex connectivity issues.
  • Lead root cause analysis and permanent corrective actions with vendors to prevent recurrence.
  • Drive network performance and operations improvements using KPIs like first-attach success, latency, and MTTR.
  • Ensure follow-the-sun handovers and continuity across regional teams.

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Telco Network Operations Manager based in Brazil.

As Telco Network Operations Manager for the Americas, you will take ownership of service continuity and the end-to-end restoration of critical telecommunications and technology incidents across the region. You will lead major incident response, coordinating internal engineering teams, mobile network operators, connectivity partners, and core-network vendors through resolution. The role combines deep technical expertise in mobile core, international roaming, packet networks, and 4G/5G connectivity with strong operational leadership. You will manage and develop a team of Network Operations engineers while establishing high standards for technical readiness and incident management. Your work will directly influence network resilience, connectivity quality, and the experience of travelers relying on seamless mobile data services. This is a fully remote, high-impact leadership opportunity within a rapidly scaling global technology environment.

Accountabilities
  • Own the complete incident lifecycle for global connectivity services, from detection and impact assessment through technical investigation, service restoration, customer recovery validation, and closure.

  • Serve as Incident Commander during major network incidents, coordinating L1/L2 teams, mobile network operators, IMSI providers, IPX/GRX partners, and core-network vendors while maintaining clear technical ownership.

  • Lead and develop a team of approximately 5–10 Network Operations engineers through technical mentoring, escalation support, performance management, and continuous development.

  • Maintain deep technical ownership of live roaming and core-network services, including Diameter/DRA/HSS, GTP-C/GTP-U, PGW/PCRF, APN/DNS, IPX/GRX, routing, Local Breakout, and 4G/5G connectivity.

  • Independently analyze network traces, PCAPs, logs, signaling behavior, and operational data to identify and resolve complex connectivity issues.

  • Lead Root Cause Analysis, Problem Management, and permanent corrective actions for major and recurring incidents, challenging vendor responses and ensuring preventive improvements are implemented.

  • Own network performance, monitoring, and operational improvement initiatives using KPIs such as first-attach success, session-establishment success, latency, packet loss, throughput, availability, and MTTR.

  • Ensure effective follow-the-sun handovers and operational continuity across regional teams.

Requirements:
  • 15+ years of experience in Mobile Telecommunications, with strong exposure to Core Network, International Roaming, Packet Core, IMSI/SIM technologies, IPX/GRX, and mobile data services.

  • Strong technical knowledge of LTE/4G and 5G NSA/SA roaming architectures, including Diameter/DRA/HSS, GTP-C/GTP-U, PGW/PCRF, APN/DNS, routing, and Local Breakout environments.

  • Proven experience leading major network incidents and complex technical troubleshooting, including analysis of signaling traces, PCAPs, logs, and network KPIs.

  • Strong understanding of IP networking and roaming connectivity, including BGP, TCP/IP, DNS, firewalls, NAT, IPX/GRX, Diameter, and associated troubleshooting methodologies.

  • Previous people-management experience, ideally leading Network Operations, NOC, Core Network, or Incident Management teams of approximately 5–10 engineers.

  • Strong experience with RCA, service restoration, permanent corrective actions, and operational improvement.

  • Excellent English communication skills, with the ability to coordinate global MNOs, IMSI providers, IPX/core vendors, and internal stakeholders.

  • Strong stakeholder-management skills and the ability to challenge technical responses while communicating complex incidents clearly to both technical and business audiences.

  • AWS, Cisco, or project management certifications such as PMP or Agile are a plus.

  • Knowledge of eSIM orchestration and GSMA standards is desirable.
