Position Summary

The Foundation for California Community Colleges is on a mission to double its impact in the next ten years. The LAUNCH Apprenticeship Network is a member of the Collaborative Impact team of the Foundation for California Community Colleges and supports meaningful connections between students and employers in California through work-based learning and support services. Our role is to support efforts to bring relevancy and real-world experience to students in California through growing the quantity and quality of work-based learning, with an emphasis on registered apprenticeship, but also includes job shadowing, classroom presentations, internships, and other job training opportunities.

Under the general supervision of the division director, the Senior Manager, Regional Apprenticeship is entrusted with leading the development and strategic execution of apprenticeship and work-based learning programs with a focus on California Community College instructional practices and compliance with California Division of Apprenticeship Standards (DAS) regulations. This senior management role is designed to connect educational institutions with industry leaders to build and scale registered apprenticeships and related programs that support the diverse needs of California's community college students.

Essential Job Duties and Responsibilities

• Implement comprehensive apprenticeship initiatives that align with the objectives of California community colleges and meet DAS requirements.
• Guide strategic planning to embed apprenticeship and work-based learning programs into college curricula, ensuring alignment with proven instructional methods and the principles of adult education.
• Formulate and advocate for work-based learning initiatives that introduce innovative instructional frameworks, catering to the varied academic and experiential backgrounds of students.
• Regionally contribute to educational excellence and continuous improvement within apprenticeship programs, championing a student-centered approach.
• Serve as the key advisor for integrating apprenticeship components seamlessly into academic programs, employing instructional design strategies that align with community college teaching practices.
• Offer expert guidance on curriculum design and modification to embed work-based learning experiences within academic courses, ensuring compliance with DAS and enhancing educational outcomes.
• Partner with instructional staff and college leadership to co-create course content enriched by experiential learning opportunities that bolster student engagement and success.
• Stay up to date with current research in education and workforce development to introduce innovative apprenticeships strategies that improve student retention and program completion rates.
• Work with colleges to refine instructional approaches, supporting continuous programmatic development to uphold high standards in work-based learning and apprenticeship integration.
• Lead the development and operational oversight of regional apprenticeship structures that support a variety of instructional delivery methods across community colleges.
• Maintain a balance between regulatory compliance and the promotion of proven and emerging educational practices that align with community college goals.
• Support the creation and scaling of apprenticeship pathways that address the employment and training skills gaps of priority sectors identified with regional consortia.
• Work collaboratively with regional managers, college administrators, faculty, and apprenticeship coordinators to integrate apprenticeship programs into existing educational frameworks.
• Act as a liaison between community colleges and stakeholders, such as DAS, the Department of Labor, unions, and industry associations, to ensure effective partnerships.
• Provide expert consultancy, best practices and technical assistance to college teams on apprenticeship program implementation.
• Conduct professional development workshops and lead communities of practice to encourage the sharing of best practices to support the implementation of registered apprenticeship models.
• Oversee the implementation of grant-funded projects tied to apprenticeship, ensuring all deliverables are met on time and within budget constraints.
• Collaborate with organizational teams to identify and secure new funding sources that support the growth and sustainability of regional apprenticeship programs.

Supervisory Responsibilities/Level of Supervision

• Lead regional managers, senior specialists and program coordinators in work-based learning implementation by providing direction, support, and resources to achieve their objectives.
• Conduct regular performance evaluations, setting yearly goals and providing constructive feedback to promote expansive learning within the community college and apprenticeship framework.
• Facilitate team meetings and one-on-one check-ins to solve challenges, scale implementation, and align strategic priorities.

Knowledge, Skills, and Abilities

• Expansive experience with apprenticeship programs, on-the-job training, and instructional implementation in higher education.
• Demonstrated ability to lead post-secondary educational programs, ensuring alignment with strategic goals and workforce development initiatives.
• Analytical, verbal and written communication skills, with the capacity to share concepts of programmatic implementation.
• Experienced in engaging with a wide range of stakeholders, from faculty members and administrators to industry partners.
• Strong problem-solving skills with the ability to assess complex challenges, propose evidence-based solutions, and implement strategies.
• Highly adaptable in response to diverse programmatic needs for educational institutions, state agencies, and industry partners.

Education and Experience

• A minimum of a bachelor’s degree is required in education, public administration, or a related field is required.
• At least six (6) years of relevant professional and scaling managerial experience in apprenticeship, workforce development, or higher education administration.
• Comprehensive experience in leading program development, project management, and stakeholder engagement.
• Direct and comprehensive experience with the California Community College system and Division of Apprenticeship Standards.

Working Hours, Location, and Travel

This is a full-time position, 40 hours per week, with additional hours as needed to address the organization’s needs. This is a California-based position, with the flexibility to work remotely (in California). This position may require moderate travel to attend meetings, conferences, and perform other essential functions of the job within the State of California.
