Médecins Sans Frontières Belgium is seeking a Regional Operational Procurement Manager based in Brazil to oversee procurement across Latin America, aligning with GPU and ASU, and ensuring continuity of supply for countries such as Brazil, Venezuela, Haiti and the Dominican Republic.

You will guide country teams, manage supplier relationships, and develop regional procurement strategies with 40% mobility to project sites, under a 2-year fixed-term contract.

Qualificações

  • Master’s degree in business administration or supply chain management.
  • At least 5 years of procurement experience including data analysis, sourcing, complex negotiation and contracting.
  • Experience with MSF or similar NGO in multiple countries is an asset.
  • Ability to work transversally in a multi-cultural and remote environment.
  • Advanced Excel and ERP literacy.

Responsabilidades

  • Provide guidance, advice and hands-on support to country and project teams on procurement and purchasing activities, including emergency procurement preparedness.
  • Support country teams in strengthening local procurement practices and purchasing processes.
  • Maintain alignment with Cell 5 Supply Front Officers and stakeholders to ensure continuity and procurement performance.
  • Strengthen procurement capacity across the region through coaching, training and knowledge sharing.
  • Coordinate with GPU/ASU to develop regional procurement strategies and initiatives.
  • Identify procurement opportunities through spend analysis and market benchmarking.
  • Develop and maintain relationships with strategic regional suppliers and ensure compliance with MSF standards.
  • Monitor procurement indicators, assess risks, and disseminate reports to stakeholders.
  • Collaborate to promote alignment and mutualization opportunities within MSF.

The Regional Operational Procurement Manager (ROPM) is based in Brazil and supports procurement and purchasing activities across the Latin America region, driven by operational needs in countries such as Brazil, Venezuela, Haiti, the Dominican Republic, with the flexibility to expand to other countries in the region as operational requirements evolve.


The position works in strategic alignment and complementarity with other MSF entities, primarily the Global Procurement Unit (GPU) and the Americas Supply Initiative (ASU), as well as MSF Sections in the region (when relevant and by mutual agreement), ensuring mutual support and contributing to the development of a common MSF procurement ecosystem in the region through collaboration, mutualization and knowledge sharing across the regional actors.


The ROPM acts as the procurement focal point and partner for OCB operations in the region, ensuring procurement strategies, supplier management and operational support are aligned with OCB operational priorities and needs.


The role supports both procurement and purchasing activities across the end‑to‑end sourcing lifecycle, ensuring that procurement strategies, contracts and supplier relationships effectively translate into operational results and continuity of supply.


The role covers both goods and services. It provides guidance, expertise and hands‑on support to country and project teams. It also contributes to regional procurement initiatives and strategies in alignment with ASU/GPU.


MAIN RESPONSIBILITIES



  • Provide guidance, advice and hands‑on support to country and project teams on OCB procurement and purchasing activities, procurement strategies, supplier management, and emergency procurement preparedness, including support for specific operational projects when required.

  • Support country and project teams in strengthening local procurement practices and purchasing processes, ensuring alignment with operational priorities and MSF standards.

  • Maintain regular alignment with Cell 5 Supply Front Officers and relevant stakeholders to ensure continuity, organizational memory, follow‑up of strategic procurement decisions, and identification of operational improvement opportunities and root causes affecting procurement and purchasing performance.

  • Strengthen procurement capacity across the region through coaching, mentoring, training and knowledge sharing tailored to OCB operational needs, and support the implementation and adaptation of procurement tools, processes and standards, including cross‑functional initiatives such as the Guideline for Logisticians, while contributing to and promoting participation in the regional and global procurement community of practice.

  • In coordination with GPU/ASU, contribute to market, supplier and regulatory intelligence to support operational decision‑making, and to the development and implementation of regional procurement strategies and initiatives, especially when those are aligned with OCB operational priorities.

  • Identify procurement opportunities and category priorities through spend analysis, market assessments and benchmarking exercises, and lead procurement initiatives for strategic regional categories.

  • Develop and maintain relationships with strategic regional suppliers for OCB operations, in alignment with the supply centers, GPU and ASU strategies when applicable, including supplier due diligence, validation, negotiations, framework agreements, performance follow‑up, and collaboration with relevant stakeholders to ensure compliance with MSF standards, safeguarding, ethics and quality requirements.

  • Monitor procurement activities and indicators across the region, including spend, savings, supplier performance and contract coverage, prepare and disseminate relevant reports, and identify, assess and mitigate procurement risks in collaboration with relevant stakeholders.

  • Collaborate with ASU, GPU, Partner Sections, Operational Directorates and other relevant stakeholders to promote alignment, complementarity, knowledge sharing and mutualization opportunities, while representing OCB operational priorities and supporting the integration of sustainability considerations into procurement activities whenever feasible.


REQUIREMENTS


Education & experience



  • Master’s degree in business administration or supply chain management

  • At least 5 years of experience in procurement including data analysis, sourcing, complex negotiation and contracting or a position in a different domain entailing the same components

  • A good knowledge base in supply chain processes and financial budgeting in procurement /supply chain functions with MSF in multiple countries of operations is a strong asset

  • Experience in project management is an asset

  • Computer literacy: proven ability to work with Office and ERP, in particular a good command of excel

  • Ability to work transversally, in a multi-cultural environment and in remote mode

  • Analytical mindset, organizational skills and autonomy

  • Result‑orientation and customer service orientation

  • Proven diplomacy, assertive communication, ability to develop professional network, stakeholder management and listening skills


Languages



  • Fluency in English and Spanish is mandatory

  • Good knowledge of French and Portuguese is an asset


CONDITIONS



  • Starting date: January 2027

  • Mobility: 40% of visits to the projects in the countries in your region

  • Contract type: Fixed-term contract – Full time

  • Contract duration: 2 years, with the possibility of an extension

  • Salary according to MSF grid and conditions
