Job Description

The staff shall perform the functions of a procurement Officer and will be under the general supervision of the PMD Chief and will do other related tasks that may be assigned.

Functions and Responsibilities
  • Timely review the Purchase Request (PR) submitted by the Offices, Bureaus, Services, and Units (OBSUs) that may be assigned to him/her, as to completeness of documentary requirements and technical specifications;
  • Conduct marker validation to verify the market scoping prepared by end-user;
  • Prepare Request for Quotation (RFQ), invite prospective supplier’s/service providers, contractors, or consultants to participate in the procurement process;
  • Secure quotations and proposals from eligible supplier’s/service providers, contractors or consultants with the prescribed timeline;
  • Develop and maintain an effective monitoring and filing system for his/her own account or projects handled;
  • Prepare usual correspondences to OBSUs relative to the procurement at hand;
  • Generate data or report relative to specific projects handled, as may be required;
  • Provides technical assistance to OBSUs relative to technical specifications preparation, provide inputs in the project proposals or terms of reference (TOR) when needed, among others;
  • Perform other related duties and responsibilities as may be assigned by the Procurement Management Division Chief or the AS-Director.

Shortlisting
  • Initial: 75% of the maximum total score or 45 points in Education, Training, and Experience (ETE)

  • Performance Rating in the last rating period or its equivalent, as may be applicable;
