Job description

Department: Facilities Management

Reports To: GM

Location: Bahrain — with regular travel across all assigned properties (residential and commercial) Employment Type Full-time

Job Purpose

The MEP Engineer is responsible for ensuring that every piece of mechanical, electrical and plumbing work carried out by the company's technical team — across all flats and commercial units under our facility management contracts — meets Bahrain's municipal, statutory and regulatory standards. This is a compliance and technical-assurance role: the engineer does not just maintain systems, but signs off, audits and is accountable for the regulatory correctness of the work our technicians perform, and acts as the company's point of contact with the Ministry of Works, EWA, Civil Defence and relevant Municipal authorities.

Key Responsibilities
Regulatory & Municipal Compliance
  • Ensure all MEP work performed by the technical team (electrical, HVAC, plumbing, fire protection) complies with Ministry of Works regulations, EWA electrical standards, Civil Defence fire and life-safety codes, and relevant Municipal building requirements.
  • Act as the licensed engineer of record where required — reviewing, approving and, where applicable, signing off technical work, permit applications and inspection submissions on the company's behalf.
  • Maintain and renew all statutory certifications for assigned buildings (electrical safety certificates, fire system certifications, elevator/lift certifications, EWA approvals, etc.) ahead of expiry.
  • Liaise directly with Ministry of Works, EWA, Civil Defence and Municipal inspectors during audits, inspections and approval processes; manage and close out any non-conformance findings.
  • Keep the company's compliance practices current as regulations, codes and municipal requirements are updated.
Technical Oversight of Maintenance Work
  • Review and approve technical scopes of work before execution by in-house technicians or subcontractors, for both planned preventive maintenance and reactive/emergency repairs.
  • Conduct periodic site inspections and quality audits across assigned flats and commercial buildings to verify work meets code, not just functional requirements.
  • Provide technical guidance to electricians, HVAC technicians and plumbers on the team, correcting practices that create regulatory exposure.
  • Assess and sign off on subcontractor/vendor work where MEP scopes are outsourced, ensuring subcontractors themselves hold valid trade licenses (EWA, CRPEP, etc.) where required.
Documentation & Reporting
  • Maintain a compliance register per building: current certifications, renewal dates, outstanding inspection items, and audit history.
  • Produce regular compliance status reports for management, flagging expiring certifications or unresolved regulatory issues before they become liabilities.
  • Maintain as-built documentation, permit records and correspondence with authorities for each assigned property.
Health, Safety & Risk
  • Identify and escalation any condition that presents an immediate life-safety or regulatory risk (e.g. fire system faults, electrical hazards) and coordinate urgent remediation.
  • Support incident investigations involving MEP systems and prepare findings for management and, where required, regulatory authorities.
Qualifications & Certifications
  • Valid, current CRPEP license (Council for Regulating the Practice of Engineering Professions) in Mechanical, Electrical, or a related MEP engineering branch — mandatory.
  • Bachelor's degree in mechanical engineering, Electrical Engineering, or Building Services Engineering (or equivalent, recognized by CRPEP).
  • EWA Engineer License — required if the role will directly review or sign off electrical works; otherwise strongly preferred.
  • Minimum 5 years' MEP experience in Bahrain, ideally including facility/property management, real estate, or maintenance contracting — not purely design/consultancy.
  • Working knowledge of Ministry of Works contractor/building requirements, EWA electrical regulations, Civil Defense fire code requirements, and Bahrain Municipality building standards.
Key Skills
  • Strong working knowledge of MEP systems in residential and commercial buildings (electrical distribution, HVAC, plumbing/drainage, fire detection and suppression, lifts).
  • Comfortable being the accountable/named engineer in dealings with government inspectors and regulators.
  • Structured, detail-oriented documentation habits — this role is judged on audit trails as much as technical judgment.
  • Able to manage multiple sites and competing priorities without letting compliance deadlines slip.
  • Clear written reporting for non-technical management stakeholders.
Success Metrics (indicative)
  • Zero lapsed statutory certifications across the assigned property portfolio.
  • All regulatory inspections passed on first attempt, or non-conformances closed within agreed timelines.
  • Full, audit-ready compliance documentation maintained per building at all times.
Working Conditions
  • Based in Bahrain with frequent travel between assigned flats and commercial buildings.
  • Occasional out-of-hours availability for urgent life-safety issues (e.g. fire alarm faults, major electrical failures).
