INEOS is seeking a Technical Buyer to secure cost-effective supply for its O&P EU Belgian sites, managing RFx events, supplier interactions and procurement governance. The role covers CAPEX/REVEX/TAR support and ensuring continuity of plant operations.

Ideal candidates hold a bachelor’s degree in procurement or related field, 3+ years in industrial procurement, and fluency in Dutch/English with additional French/German beneficial. SAP MM and MS Office are required.

Qualifications

• Bachelor-level degree in procurement, engineering, business, supply chain or equivalent by experience.
• Professional procurement certifications (CIPS, CPSM or equivalent) are an advantage.
• 3+ years in procurement in an industrial or (petro)chemical environment.
• Experience with RFx execution, negotiations and P2P processes.
• Deliveries of cost improvements with strong governance and compliance.

Responsabilités

• Source to Contract: challenge specs, structure input, issue RFx, negotiate terms.
• Maintain supplier pre-qualification, HSSE checks and risk assessments.
• Procure to Pay: align with contracts and budgets, create POs in SAP, monitor deliveries.
• Support contract drafting, reviews and renewals with documentation.
• Monitor supplier performance and drive savings and KPIs.
• Ensure HSSE compliance across procurement activities.

Our O&P Europe business unit, is responsible for the development and growth of the High Density Polyethylene and Polypropylene markets for INEOS.
For our procurement service team (Lillo, Geel and Neder-Over-Heembeek), we are looking for a Technical Buyer.

About the role

• Ensures efficient, compliant, reliable and cost-effective supply of goods and services for the O&P EU Belgian Sites by executing sourcing activities, managing RFx events, coordinating supplier interactions, and ensuring accurate and timely procurement processes
• Acting as Material Group Champion and single point of contact for lower-complexity and lower-criticality categories
• Provides operational procurement support for CAPEX, REVEX and TAR activities, ensuring business continuity and contributing to safe, efficient and reliable plant operations
• Ensures full compliance with INEOS Policies, processes, procedures and procurement Governance and legal requirements

Responsibilities

Source to Contract

• Challenge specifications, scopes of work and requirements to support cost-effective sourcing
• Collect and structure input from stakeholders for technical and commercial bid comparisons
• Execute RFx processes (RFI/RFQ/RFP) following the provided procurement strategy including preparation, issuing, communication with bidders and coordination of evaluations
• Execute and support negotiations by preparing data, identifying deviations, and ensuring complete documentation
• Act as the recognised knowledge owner and go-to specialist for assigned material groups
• Ensure supplier pre-qualification, HSSE checks and risk assessments are performed according to procedures
• Negotiate commercial and contractual terms to secure best-value outcomes

Procure to Pay (P2P)

• Align procurement deliverables with contracting schedules and budgets
• Ensure timely creation and follow-up of purchase orders and contracts in SAP
• Follow up deliveries, resolve issues, coordinate with the warehouse and stakeholders to ensure business continuity
• Support contract drafting, reviews and renewals by collecting information and preparing documentation
• Follow up supplier performance, elevate issues, and coordinate corrective actions
• Monitor savings, supplier KPIs and working capital impacts
• Monitor contract execution, expiry dates, service levels and compliance with HSSE and contractual requirements

HSSE Responsibilities

• Apply and embed INEOS HSSE policies in all procurement activities
• Support supplier and contractor HSSE qualification and performance evaluations
• Contribute to the safe execution of work by suppliers supporting critical site activities

Profile

Level of education & experience

• Bachelor's degree in Procurement, Engineering, Business, Supply Chain or equivalent by experience
• Professional procurement certifications (CIPS, CPSM or equivalent) are an advantage
• 3+ years' experience in Procurement in an industrial environment or the (petro)chemical industry
• Experience with RFx execution, operational negotiations and P2P processes
• Demonstrated delivery of cost improvements and strong governance compliance

Technical skills

• Strong knowledge of procurement processes and procedures
• Ability to execute complete RFx cycles and prepare bid comparisons
• Understanding of technical equipment, materials and services in a chemical plant context
• SAP MM and MS Office proficiency; GEP is a plus
• Fluent in Dutch and English; French/German beneficial
• Communicates clearly, concisely and confidently with different audiences and uses facts and data to strengthen messages
• Makes balanced decisions based on evidence, business impact and HSSE requirements
• Builds constructive, trust-based relationships with internal stakeholders and suppliers, even in challenging situations
• Works proactively, structured and reliably under changing priorities or time pressure
• Acts with integrity, resilience and a strong compliance mindset

This position is classified within a salary scale with a gross annual salary between € 65.126 and € 97.696 (incl. year-end bonus and holiday pay).
