Keystone Solutions is seeking an IT Business Development & Digital Solutions Manager for a consultancy mission at a client site. The role emphasizes long-term IT financing strategies within the ANPR ecosystem and developing viable ROI models for IT programs and vehicle financing.

Requirements include 10+ years managing strategic IT projects, 5+ years in IT solution development, and fluency in Dutch or French with strong passive knowledge of the other language. Duration: 4 months, part-time (3/5).

Qualifications

• Minimum 10 years hands-on experience managing strategic IT projects.
• Minimum 5+ years developing IT solutions.
• Knowledge of IT landscape to improve road safety.
• Fluent in Dutch or French with strong passive knowledge of the other language.
• Ability to develop ROI, cost and financing models.

Responsabilités

• Identify IT improvement points in the ANPR program and propose solutions for resources and collaboration.
• Develop a strategic action plan based on validated parameters.
• Facilitate information exchange with governmental partners of the ANPR team.
• Prepare and guide meetings with partners as a mediator.
• Assist in drafting dossiers of strategic, legal and financial importance.
• Work on improvement proposals within ANPR IT legal framework and develop vehicle financing proposals.
• Report progress, issues, bottlenecks, risks and propose actions.
• Set up project tracking using Confluence and JIRA.
• Ensure knowledge transfer to product owners.
