A leading international organization in Belgium is seeking a professional to support the development and execution of the NATO Lessons Learned Capability. The ideal candidate will have experience in operational processes and exercise planning. Responsibilities include championing the NATO LL process, monitoring developments, and collaborating within NATO frameworks. A university degree and strong English language skills are required.

Overview

Post Context/Post Summary

Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council. The Plans Directorate is responsible for the development, review and maintenance of Strategic Planning, Advanced Planning and Crisis Planning products for ACO. The J7 Division sets the requirements for the preparation of the NATO Command Structure (NCS) and declared forces to meet the full spectrum of current and future Alliance Operations and Missions (AOM). The Future Plans and Requirements Branch sets the requirements for the preparation of the NATO Command Structure (NCS) the NATO Force Structure (NFS) and declared forces to meet the full spectrum of current and future Alliance Operations and Missions (AOM). The Branch is responsible for the Collective Training & Exercises (CT&E) Requirements, Alignment & Future Plans, Training Policy and Lessons Learned. The Lessons Learned Section (LL) manages the LL process for SHAPE and within ACO. It sets directions and guidance for SHAPE and ACO, ensuring the prioritization of the LL process both internally and externally. The section maintains the NATO Lessons Learned Portal Local Manager Function within SHAPE.

Principal Duties
  1. Support the development, implementation, and reporting of the NATO LL Capability within the organization.
  2. Champion and support the execution of the entire NATO LL process throughout the organization.
  3. Recommend for approval of Command Group Lessons identified for remedial action from NATO operations, exercises, training events, and other events.
  4. Monitor the development of Action Plan for Command Group approval and subsequent implementation.
  5. Contribute and monitor the implementation of Lessons Learned Capability within ACO to ensure their effective integration throughout the NATO Command Structure and NATO Force Structure as appropriate.
  6. Recommend amendments to Policies, Directive, procedure, programs and other processes focused on strategic an operational matter.
  7. Support the management of NATO LL Portal as SHAPE Local NATO Lessons Learned Portal (NLLP) Manager (LNM).
  8. Support the planning and execution of SHAPE LL Working Group.
  9. Contribute to the exploitation of LL into the planning and execution of operations and exercises.
SPECIAL REQUIREMENTS AND ADDITIONAL DUTIES

The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries up to 30 days.

The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract.

The risk of injury is categorised as No risk / risk might increase when deployed.

Essential Qualifications

a. Professional/Experience

  1. Understanding of Operational cross-functional processes.
  2. Experience of the Comprehensive Operations Planning Directive (COPD).
  3. Experience of Exercise Planning.

b. Education/Training

University Degree in business administration, public administration or related discipline and 2 years post related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years of post-related experience.

In case of ambiguity the required job specific experience has priority over the standard education and training levels and experience described here.

c. Language

English - SLP 3333 - (Listening, Speaking, Reading and Writing)

  1. Experience as NATO Lessons Learned Staff Officer.
  2. Experience as Local NATO LL Portal Manager.
  3. Experience of NATO Exercise Planning.

RemarkS:

Duration of contract: Serving staff members will be offered a contract according to the NATO Civilian Personnel Regulations (NCPR). Newly recruited staff will be offered a definite duration contract of three years normally followed by an indefinite duration contract.

The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
