Special Assistant to the Chief Innovation & Technology Officer
Overview
This position will help develop and advance critical projects and innovative policy and operational initiatives in the City of Cleveland’s Department of Innovation & Technology, and generally support the Chief Innovation & Technology Officer (CITO) to developing and implementing catalytic innovations and technologies across the City of Cleveland. This position will work closely, as appropriate, with key leaders in Mayor Bibb’s administration, City Council, and external stakeholders. This role reports directly to the CITO.
Examples of Duties
- Responsible for evaluating and recommending new automation technologies.
- For those technologies selected for implementation, has the primary responsibility for managing and coordinating the installation, testing, and documentation of the new system, then subsequently turn-over to departments and/or managers for daily operations.
- Has supervisory and budgetary responsibilities.
- Maintains up-to-date knowledge of general technology trends affecting City of Cleveland automation.
- Identifies and evaluates new technology relevant to City of Cleveland automation objectives.
- Coordinates technology implementation with various operating departments within the City of Cleveland.
- Formulates plans and overall strategy for the City of Cleveland technology functions.
- Maintains current knowledge and communication with internal City of Cleveland customers and external vendors.
- Performs other job-related duties as required.
Minimum Qualifications
- A High School Diploma or GED is required.
- An Associate's Degree in Computer Science, Business Administration, or related field from an accredited college or university is required.
- Four years of full time paid experience in the area of project management is required. (Substitution: Certification in project management may be substituted for degree. Two years of experience may substitute for each year of college education lacking.)
- Must be computer proficient and familiar with the Internet.
- Must be knowledgeable in Microsoft Office (Word, Excel, PowerPoint, Access).
- Knowledge of Microsoft Project is desirable.
- Must be able to lift and carry a minimum of thirty (30) pounds.
- A valid State of Ohio Driver's License is required.

- Support the CITO’s strategic and operational initiatives to improve technology services and education for City staff and residents.
- Conduct research, coordinate the work of various stakeholders (internal and external to City Hall), and develop reports, presentations, memoranda, or other written work-product.

Additional Minimum Qualifications
- Skills and Abilities
- Ability to communicate complex information and explain technology clearly, efficiently, and persuasively, whether in writing or orally.
- Critical thinking and the ability to develop and implement innovative/creative policy initiatives.
- Strong project leadership and management skills, which include demonstrated ability to successfully collaborate and manage competing interests and priorities of stakeholders.
- Ability to work independently and manage multiple complex assignments under deadlines and commit resources where most needed.
- Ability to use data to assess the current state and develop new policies, practices, and processes.
- Ability to establish and maintain effective working relationships with government officials, community organizations, education institutions, and technical vendors.
- Knowledge and Experience
- 3+ years in technology, especially applications development, systems administration, and systems integration.
- Experience leading and/or managing large IT deployment projects
- Experience using data, including identification, collection, analysis, and visualization of relevant qualitative and quantitative data.
- Experience in front-line customer service, e.g. call center, healthcare office, hospitality, retail
- Proven understanding of business management processes, especially financial/budgeting, human resources, marketing/PR, and purchasing.
- Familiarity with contract law preferred.
Education
- Mandatory: Bachelor’s degree in Computer Science, Engineering, Information Technology or related field from an accredited college or university, or equivalent experience.
- Preferred: A Master’s degree or higher (i.e., J.D. or PhD) in Business Administration, Law, Management, Public Policy/Administration, Urban Affairs, or related field from an accredited college or university.
