THE ROLE

The incumbent is a customs subject-matter expert and is responsible for designing and operating a global Customs Operational Control Framework, leading internal customs controls, and ensuring compliance with various international regulations and local legislation. He/she also orchestrates global audits and foster partnerships to enhance customs compliance and efficiency. Specifically, the incumbent is the key responsible person for managing and maintaining the customs trusted partner status in Belgium (“Authorized Economic Operator”). By embedding our IMEX principles, the incumbent will guarantee standardized workflows and process consistency throughout operations, along with the swift implementation of digital tools and innovations to enhance routine tasks across the organization. The incumbent will develop and sustain an effective team by focusing on attracting, onboarding and training new members. Additionally, the incumbent will ensure the continuous development and growth of colleagues to help to reach their full potential. The incumbent will ultimately report to the Customs and Compliance Lead and serve on the Customs & Compliance Leadership Team. Additionally, he/she will drive specific T2 Blueprint initiatives and be an integral part of the T2 Leadership Ecosystem. Additionally, the Senior Manager Global Customs Governance must ensure that the proper activities are implemented and managed in accordance with the EU GDP/GMP requirements and/or local legislation requirements (e.g. FDA, Japanese, HPRA, etc).

JOB SUMMARY - MAIN AREA’S OF RESPONSIBILITY / ACCOUNTABILITIES
1 Functional core

Key responsible person for Trusted Partner program of Authorized Economic Operator in Belgium, with glidepath to “Trust & Check” status Foster the relationship with Belgian Customs Authorities as 3C-partner Design, role out and operate a Customs Operational Control Framework for Global Customs & Compliance organization Ensure inclusion of business expansion in controls Lead internal customs controls within Global Customs & Compliance Ensure timely and compliant periodic customs valuation reporting in countries where required (based on valuation decision) Foster the partnership with peers and GTC on customs compliance controls and global (customs & trade) Trusted Partner Programs Benchmark customs operations globally to define best-practices for global implementation Global audit coordination in support of regional leads Drive Continuous Improvement efforts to simplify, standardize and automate customs controls, both internal and with internal/external stakeholders Act as customs-technical expert in customs law and operations, in partnership with peers and management, upon consultation with GTC where appropriate

2 Leadership ecosystem

Through the leadership ecosystem, translate the Customer Fulfilment T3 Blueprint into priority goals for Customs and Compliance T2 level, establishing clear vision. Embed the IMEX framework at T2/T1 ensuring process adherence and resilience in all key processes. Set clear performance standards for the Customs and Compliance operations team and taking accountability for the achievement of these standards.

3 Talent Management

Accountable to ensure comprehensive onboarding, training and development programs are in place to meet the needs of the role and develop new capabilities to drive greater capability and process efficiency into the future, aligned with the T2 and T3 Blueprint. Orchestrate and execute robust talent management and development programs across the Customs & Compliance Operations team, in a manner that promotes diversity, equity and inclusion always. Promote and encourage growth gigs and zig zag moves in partnerships with peers and colleagues across GSC and PGS.

4 Budget/financial management

Ensures budget setting is in line with the company’s goals and that an appropriate budgeting/volume model is maintained to quantify resource needs. Governs and prioritizes functional needs in close collaboration with key stakeholders. Manages budget needs for specific capability development projects and initiatives.

QUALIFICATIONS

Level of Education: Bachelor’s Degree international trade, supply chain logistics or related field and 7-10 years of experience of import and/or export and other trade compliance operations, preferably in a pharmaceutical industry/consultancy service. Experience: At least 3-5 years in leadership roles Languages: Proficient in English and Dutch; other languages are a benefit Computer skills: Broad PC skills are essential (MS applications Outlook, Word, Excel, Visio and PowerPoint), profound knowledge of SAP or other ERP systems
