SENIOR ATM DATALINK EXPERT – EUROCONTROL

NEMAND is inviting applications for a prospective full-time assignment supporting the EUROCONTROL Network Manager’s CNS Datalink Programme at EUROCONTROL Headquarters in Brussels, Belgium.

THE ASSIGNMENT

The Senior ATM Datalink Expert will work under the direction of the EUROCONTROL Datalink Programme Manager. The expert will contribute to datalink monitoring, operational-performance assessment, technical studies, stakeholder support and future European datalink capabilities.

KEY RESPONSIBILITIES

• Interpret datalink monitoring results and assess operational and technical performance.
• Analyse network-performance trends and support investigations into technical and operational issues.
• Develop and validate monitoring methodologies, KPIs and performance indicators.
• Support data-quality improvements and prepare monitoring reports and technical assessments.
• Conduct studies covering operational performance, capacity, communication performance, implementation, feasibility, impact and benefits.
• Produce technical reports, specifications, working papers, recommendations, presentations and briefing material.
• Provide technical support to ANSPs, aircraft operators, communication service providers, aircraft and avionics manufacturers, EASA, SESAR and other European ATM stakeholders.
• Contribute to DPMG, DSG and other European ATM technical and multi-stakeholder activities.
• Support ATS-B2, CP1/AF6, SESAR and future datalink developments.

MANDATORY PROFILE

• A university degree in Aeronautical Engineering, Telecommunications, Computer Science, Electronic Engineering or another relevant technical discipline.
• At least eight years of relevant professional experience in ATM, CNS, aeronautical datalink or closely related aviation-communications activities.
• At least five years of experience supporting operational ATM datalink activities involving ANSPs, aircraft operators, communication service providers, aircraft or avionics manufacturers, or international ATM organisations.
• Strong knowledge of ATN Baseline 1, including CM, CPDLC and ADS-C.
• Strong knowledge of VDL Mode 2, the ATN/OSI protocol stack and air-ground datalink technologies, preferably including Iris SATCOM.
• Practical experience in aeronautical message decoding, protocol analysis and troubleshooting, communication state-machine behaviour and interoperability issues.
• Experience in ATM communication-performance monitoring, operational-performance assessment and trend analysis.
• Experience in software development, scripting or automation supporting datalink analysis, testing or operational monitoring.
• Experience preparing technical studies, reports, assessments, working papers or technical specifications.
• Experience participating in European ATM programmes, technical working groups and multi-stakeholder activities.
• Experience supporting EUROCONTROL Network Manager activities or equivalent network-level operational coordination, monitoring or performance-improvement activities.
• Practical knowledge of ATS-B2, CP1/AF6, SESAR or other future datalink services.
• English proficiency at C1 level, both written and spoken.

DESIRABLE QUALIFICATIONS

• A postgraduate qualification or specialisation in Air Traffic Management, communication systems, network technologies or systems engineering.
• Experience with monitoring and performance-reporting tools, SQL, Power BI or comparable data-analysis technologies.
• Knowledge of datalink operations from both pilot and air traffic controller perspectives.
• Experience with datalink testing and validation tools.
• Knowledge of French.

PRACTICAL INFORMATION

• Location: EUROCONTROL Headquarters, Brussels, Belgium

• Duration: Initial one-year assignment, renewable up to a maximum overall period of five years
• Occasional travel within Europe and to other EUROCONTROL sites may be required.
