Netwerk is seeking an experienced Safety Officer to contribute to strategic energy infrastructure projects in Belgium. The role focuses on Safety Coordination during design and construction phases, with on-site work and collaboration across project teams and contractors.

Ideal candidates have Level A Safety Coordinator certification, ~5 years of experience in industrial environments, and fluency in French, Dutch, and English. Regular site presence and full-time commitment are required.

Qualifications

  • Valid Level A Safety Coordinator Certificate per Belgian Decree of 25 January 2001.
  • Level 1 Prevention Advisor Certificate is a strong asset.
  • Degree in Industrial Engineering or Civil Engineering (Electromechanics) or equivalent experience.

Our client, a leading player in the Belgian energy sector, is looking for an experienced Safety Officer to contribute to strategic projects related to the development and modernization of energy infrastructure.

This assignment offers the opportunity to work in a highly technical and innovative environment, at the heart of the energy transition and critical infrastructure projects.

Job Description
Safety Coordination – Design Phase
  • Perform and validate risk assessments by identifying hazards, risks, and the necessary preventive and protective measures.
  • Analyze project-specific construction risks and ensure coordination between all stakeholders.
  • Evaluate, together with the project team, the work scenario and planning, including phasing, activity interfaces, work duration, and associated risks.
  • Identify critical project phases and anticipate high-risk situations.
  • Develop and validate the Safety and Health Plan based on risk assessments and project requirements.
  • Adapt the Safety and Health Plan according to project developments and changing needs.
  • Advise the project team on the compliance of safety documentation submitted by contractors, including work methods, preventive and protective measures, planning, and related documents.
  • Assess and formally document the safety aspects of tender submissions to support the contract award process.
  • Open, maintain, and follow up the Coordination Logbook and the Post-Intervention File.
  • Present safety requirements and safety-related aspects during project kick-off meetings with project teams, contractors, and safety coordinators.
Safety Coordination – Construction Phase
  • Actively participate in site meetings and challenge project teams, contractors, and subcontractors on safety matters.
  • Conduct regular site inspections, both planned and unannounced.
  • Review and assess risk analyses, work methods, and safety documentation provided by contractors and subcontractors.
  • Ensure that high-risk project phases are identified and analyzed sufficiently in advance of work execution.
  • Verify the effective implementation of defined preventive and protective measures.
  • Participate in the investigation of accidents, incidents, and near misses and contribute to defining corrective and preventive actions.
  • Organize and lead safety coordination meetings and structures when required.
  • Monitor compliance with applicable legislation, as well as internal safety rules and procedures.
  • Participate in the final evaluation of contractors.
  • Prepare reports of meetings and site inspections.
  • Ensure the continuous updating of the Safety and Health Plan, Coordination Logbook, and Post-Intervention File throughout the project lifecycle.
Prevention and Installation Safety
  • Advise project teams on occupational safety and well-being matters related to infrastructure projects.
  • Formulate recommendations regarding preventive and protective measures.
  • Participate in the analysis and initial validation of project drawings and plans.
  • Present, explain, and defend safety-related decisions to project teams and stakeholders.
  • Perform site inspections and conduct audits with contractors' site managers and external safety coordinators.
  • Review installations before commissioning.
  • Issue recommendations regarding first commissioning authorisations in collaboration with prevention and safety managers.
  • Ensure that operational and intrinsic safety requirements are integrated into all project phases.
Profile Requirements
  • You hold a valid Level A Safety Coordinator Certificate, in accordance with the Belgian Royal Decree of 25 January 2001.
  • A Level 1 Prevention Advisor Certificate is considered a strong asset.
  • You hold a degree in Industrial Engineering or Civil Engineering (Electromechanics), or have equivalent experience.
  • You have approximately 5 years of experience in project supervision, construction activities, prevention, and safety management within an industrial environment.
  • Experience with high-voltage electrical installations is highly valued.
  • You possess strong knowledge of safety and prevention legislation applicable to construction sites.
  • You are capable of analyzing complex situations, identifying risks, and proposing appropriate preventive measures.
  • You work independently, in a structured, rigorous, and accurate manner.
  • You are an assertive communicator who can influence stakeholders and ensure compliance with safety requirements.
  • You have a strong sense of responsibility and can make decisions autonomously.
  • You enjoy teamwork and collaboration with a wide range of stakeholders.
  • You maintain professional liability insurance as a Safety Coordinator.
  • You hold a valid Category B driving licence and have access to your own vehicle.
  • You are fluent in French, Dutch, and English.
  • Project Sites: West Flanders and East Flanders regions
  • Site Presence: Minimum 2 days per week on site
  • Work Regime: 100% full-time
  • Mobility: Regular travel to project sites within the region.
