ITS Group Benelux is seeking a seasoned Project Manager to lead IT Workforce, Sourcing, and Vendor Management for a 1-year mission with key client accounts in Belgium. The role focuses on strategic workforce planning, IT sourcing strategy, and governance across IT domains, with a strong emphasis on data-driven decisions and cost optimization.
You will own the sourcing budget, manage contracts, and collaborate with Procurement, Legal, Finance, and HR to ensure alignment with strategic objectives.

Our client is looking for a Project Manager for a 1year mission at least.
IT Workforce, Sourcing Manager
Define and maintain the IT Strategic Workforce Planning (SWP) and IT Sourcing Strategy based on Group and Local IT strategies.
Implementation of the approved IT Sourcing Strategy across all IT domains.
Ensure sourcing decisions and resource allocations comply with strategic objectives and governance rules.
Develop and maintain sourcing dashboards, KPIs, and management reports.
Identify sourcing risks and propose mitigation plans.
Analyze Capacity and Resource planning, report on budget risks and opportunities.
Build, maintain, and continuously improve the IT sourcing repository and workforce database.
Ensure accurate visibility of all internal and external resources.
Maintain workforce and sourcing data quality within reporting tools.
Report on workforce composition, sourcing ratios, staff evolution, and sourcing performance indicators.
Provide management with reliable data to support decision-making and budgeting.
Act as the owner of the IT sourcing budget.
Monitor sourcing expenditures and workforce-related costs.
Ensure alignment between workforce plans, sourcing decisions, and budget targets.
Support budget forecasting, financial planning, and cost optimization initiatives.
Track sourcing-related savings and benefits realization.
Identify opportunities to improve efficiency while maintaining service quality.
Manage the end-to-end demand process for external resources and sourcing services.
Coordinate sourcing requests with approved providers.
Ensure proper approval workflows and contract signature processes are completed.
Liaise with Procurement, Legal, Finance, and HR teams throughout the sourcing lifecycle.
Monitor contract renewals, amendments, and resource onboarding activities.
Ensure compliance with sourcing governance and contractual obligations.
Monitor the quality and effectiveness of services delivered by external providers.
Define and manage service-level agreements (SLAs), operational KPIs, and performance indicators
.
Analyze the IT Strategy and technology roadmap to identify future workforce requirements.
Define strategic, critical, emerging, and obsolete skills.
Maintain a forward-looking IT Skills Framework.
Assess current workforce capabilities and identify competency gaps.
Develop and coordinate reskilling and upskilling initiatives in collaboration with HR and IT leaders.
Build and monitor training and certification roadmaps.
Support internal mobility and talent development programs.
Measure workforce readiness and capability maturity.
Ensure critical knowledge transfer from external providers to internal teams.
To ensure that the organization has the right people, skills, sourcing model, and provider ecosystem to successfully deliver its IT strategy by driving workforce planning, sourcing governance, vendor management, cost optimization, and continuous capability development
