Keystone Solutions is seeking a Project Manager for a consultancy mission at a client site. The focus is the ANPR program, crucial for improving traffic safety, and you will manage scoping, planning, execution and budget tracking of the GDM project.

You will lead business analysts, coordinate with internal police stakeholders and external partners, and implement PM tooling (JIRA, Confluence), ensuring quality and timely delivery.

Qualifications

• At least 5+ years of hands-on experience in managing IT technical projects.
• Experience with project tracking and knowledge management systems (JIRA, Confluence).
• Strong analytical and problem-solving skills.
• Fluency in French or Dutch, with a strong passive knowledge of the other language.

Mission Overview:

Keystone Solutions is seeking a Project Manager for a consultancy mission at a client site. The focus will be on the Automatic Number Plate Recognition (ANPR) program, which is crucial for enhancing operational effectiveness in traffic safety. As a Project Manager within the ANPR team, you will be responsible for scoping, planning, execution, and budget tracking of the GDM project (Gatso Device Manager or Speedmanager). You will also contribute to developing a clear vision for managing speed cameras and mobile radars within the sensor ecosystem, ensuring alignment with both internal and external partners.

Key Responsibilities:

• Establish and manage project scope, planning, milestones, and deliverables based on validated parameters.


• Identify tasks, dependencies, and risks; develop and monitor mitigation measures.


• Lead business analysts on shared topics.


• Report project progress to stakeholders: status, issues, bottlenecks, risks, and proposed alternatives/mitigations; document decisions and actions.


• Contribute to the implementation of transversal processes and documentation for seamless collaboration with the run organization.


• Guide the setup of a monitoring tool.


• Establish and maintain quality management plans to ensure project results meet required standards.


• Implement and utilize project management and documentation tools (e.g., JIRA, Confluence) for tracking and knowledge sharing.


• Manage stakeholder relationships and build connections with internal police stakeholders and external partners to ensure project success.

Additional Responsibilities:

• Support the management of the project management organization within the ANPR team: assist in guiding the demand management process, strategic reporting setup, determining best practices, and internal processes, and transitioning to the RUN team.


• Support change management and training programs for users as needed.

Qualifications:

• At least 5+ years of hands-on experience in managing IT technical projects.


• Experience with project tracking and knowledge management systems (JIRA, Confluence).


• Strong analytical and problem-solving skills.


• Fluency in French or Dutch, with a strong passive knowledge of the other language.

Practical Information:

• Desired start date: September 15, 2026.


• Full-time position.


• Minimum 2 days/week presence in the office, depending on tasks and team agreements; remote work allowed from home or employer's address (Belgium).


• Team: multidisciplinary, mix of internal and external staff.
