Job Description:

Program Director for Major Strategic Capacity Expansion Program at a chemical synthesis Active Pharmaceutical Ingredient (API) manufacturing site in Geel, Antwerp, Belgium is a senior technical and operational leader accountable for end-to-end delivery of high‑complexity capital investments while protecting continuous chemical operations, process safety, environmental compliance and product quality.

This is a business-critical program for Johnson & Johnson with direct impact on future API capacity, supply reliability, and long-term manufacturing strategy. This program is expected to run for a minimum of five years and will require sustained thought leadership, deep organizational knowledge, and continuity across multiple project phases. strong enterprise alignment, effectively navigate J&J governance and decision‑making processes, and ensure consistent throughout the full program lifecycle in alignment with program strategic objectives, business priorities, safety expectations, quality standards, schedule, and budget.

Major Duties & Responsibilities
Program Execution
  • Lead the business-critical API Capacity Increase Program, overseeing the full project lifecycle from conception through closeout and ensuring delivery of scope, quality, and safety standards on time and within budget of all projects within the program aligned with Strategic objectives
  • Strategic accountabilities - Translate capacity and technology roadmaps into deliverable capital projects as a Program that supports API increase capacity and supply
  • Align program scope and phasing to minimize production interruption where possible
  • Ensure capital spend realizes operational benefits (scale‑up, yield, throughput etc.) and supports regulatory filings (DMF/CTD)
  • Build a program, organization and governance that balances risk and trade‑offs including safety, quality, cost, schedule, and operational readiness
  • Coordinate project‑related activities, including design, execution, and closeout, working closely with Global Engineering & Technology (GET), Site Engineering, E&PS organization including, E&PS Program Director Project Controls, Engineering & Design, Commissioning and Qualification, and stakeholders
  • Manage customer interactions, project portfolio delivery aligned with critical metrics, and contractor relationships to ensure seamless execution
  • Drive the implementation of standard methodologies and continuous improvement initiatives across projects and regions
  • Cultivate engagement with team members and promote a collaborative approach to project management.
  • Identify, mentor, and prepare emerging leaders to ensure a strong leadership pipeline for the future
  • This position requires a strategic leader with excellent team member management skills, capable of coordinating sophisticated or multiple projects and delivering outstanding results
  • Demonstrate strong financial and business acumen, including capital investment planning including Long Range Financial Planning, Annual Business Planning etc. cost structure optimization, risk management, and business case development to support strategic decision‑making and operational capacity improvements
Cross-functional Governance, Collaboration and Stakeholder Engagement:
  • Provide proactive communication to stakeholders via Sponsor and Steerco updates, ensuring visibility and alignment across all levels in the organization
  • Collaborate with senior leadership to resolve program conflicts and address potential issues proactively
  • Act as a strategic partner to site leadership, GET Synthetics Platform Lead, global GET functional counterparts including Project Execution, Automation, Maintenance, Process Engineering, and Engineering & Property Services (E&PS), Manufacturing, Science & Technology (MSAT), Environmental & Safety (EHS), Quality, etc.
  • Ensure alignment of engineering strategies and priorities with site business goals and enterprise objectives.
  • Lead site-level governance forums, capital project reviews, and operational performance management routines to consistently deliver against safety, quality, cost, and delivery targets.
  • Build and maintain strong, trusted partnerships with key external vendors, contractors, and industry networks to ensure effective delivery of capital projects, while continuously benchmarking and adopting best practices.
Leadership & Development:
  • Demonstrate strong influencing, leadership, and analytical skills to support sound operational and strategic decision‑making
  • Build, lead, and mentor a high-performing Program team with deep technical expertise, business acumen, and a continuous improvement mindset
  • Collaborate with the Global Capability Development team to ensure continuous upskilling of the site engineering organization, develop a strong talent pipeline, and actively manage succession plans for critical roles.
  • Foster a culture of accountability, operational discipline, innovation, and continuous improvement across the Program and site organization.
Qualifications:
Required Minimum Education

Bachelor’s degree in engineering, preferably Chemical and/or Mechanical

Other:

Master’s degree in Engineering, Project Management, or a related field is preferred.

Required Years of Related Experience:

+15 yrs

  • A minimum of 15 years of progressive leadership experience in engineering, project management, or manufacturing within regulated environments, with a strong emphasis on strategic oversight and team leadership
  • Proven experience in leading multiple large‑scale API projects, with the ability to prioritize and align efforts with organizational goals
  • Demonstrated expertise in financial planning, budget management, and resource allocation, including development of business plans and financial forecasts
  • Manufacturing experience in FDA‑regulated environments, including design, startup, and operational phases
  • Strong leadership skills with a track record of guiding cross‑functional and cross‑regional teams, fostering collaboration, and getting results
  • Knowledge of regulatory standards and compliance requirements relevant to manufacturing and engineering operations.

The anticipated base pay range for this position is:

€119,200.00 - €204,355.00
