INEOS is a global leader in chemicals with a broad production network across Europe. We seek a Procurement Specialist Chemicals to consolidate demand, drive category strategies, and secure optimal contracts for catalysts and chemicals across O&P Europe and partner sites.

You will work with multiple sites, lead strategic sourcing, manage supplier relationships, and ensure HSSE and compliance standards while leveraging INEOS scale for value creation.

It comprises 36 businesses, each with a substantial heritage in the chemical industry. The production network spans 194 sites in 29 countries worldwide, employing around 21,000 people.

Our O&P Europe business unit, is responsible for the development and growth of the High Density Polyethylene and Polypropylene markets for INEOS.
For our procurement service team (Lillo, Geel and Neder-Over-Heembeek), we are looking for a Procurement Specialist Chemicals.

About the role

• The O&P Europe Chemicals, Logistics and Packaging Procurement team is responsible for, amongst other activities, ensuring safe & secure supply of chemicals and catalysts at the best possible commercial terms to the O&P Europe, O&P UK and PO Cats European production sites
• This role will contribute directly to supply continuity for the production sites, HSSE compliance, product safety & quality standards and commercial procurement effectiveness. Maximum business value will be ensured for O&P Europe, and where appropriate for the wider INEOS Group, through deep market knowledge, long-term procurement strategies, strategic category management, risk mitigation, supplier performance management and alignment with INEOS safety, quality and compliance principles
• This role will be responsible for consolidating the demand volumes & requirements across the O&P Europe, O&P UK and PO Cats European production sites for a range of Catalysts and Chemicals, specifically those relating to the cracker units at P1 Lillo, Rafnes and Koeln, by working closely together with the local site, plant, technical and business teams
• The role will be responsible for developing procurement strategies for these materials which leverage the scale of working across O&P Europe (and where appropriate the wider INEOS group) and for the execution of the tendering and/or negotiations to achieve robust contracts at the best commercial terms

Responsibilities

Strategy & Planning

• Develop robust long term multi-year procurement strategies for the supply and associated services of an allocated range of chemicals & catalysts across O&P Europe sites based on consolidated volume demand and requirements which will ensure supply security, price optimization and risk mitigation across the portfolio and which are aligned with business priorities, site strategies and long term procurement plans
• Conduct market and supplier analysis of the given portfolio and to become the expert in that area for O&P Europe understanding supplier options, external risks, global trends, supply constraints and cost/value drivers
• To be O&P Europe's representative for these commodity areas in the pan INEOS Chemicals network to share and gain knowledge
• Ensure category compliance with corporate, environmental, and regulatory standards

Source to Contract

• Execute the identified, often high value & complex, sourcing activities as defined in the procurement strategies, including pre-sourcing analysis, tendering, contractual negotiations and supplier selection
• Develop best-practice contracts incorporating leading-edge commercial agreements which reflect business, technical, site and procurement requirements
• Oversee active contract management across O&P Europe for the allocated chemicals & catalysts, including monitoring expiration dates, contract usage, terms compliance and optimisation potential
• Coordinate cross-site alignment, transparency and collaboration to support optimised chemicals & catalysts procurement practices and continuous improvements

Procure to Pay

• Instruct site procurement personnel on how to use the agreements made in this category and ensure that the local teams are aligned and that the processes, contracts and suppliers are used consistently
• Support sites in ensuring that purchasing planning, forecasting and fulfilment activities reflect the agreed strategies and approved supplier portfolios for the given category
• Work with site teams to resolve P2P issues linked to the allocated chemicals & catalysts suppliers, contractual terms or performance

Supplier & Contract Management

• Evaluate and monitor supplier performance for the allocated range of chemicals & catalysts across all sites, in coordination with relevant stakeholders
• To serve as escalation point for procurement related issues across sites and suppliers when required for allocated category
• Identify options for and coordinate structured new supplier / new material qualification working closely with the site procurement teams, technical, quality & plant operational teams
• Actively manage supplier relationships for the category, ensuring value creation, supplier performance, innovation, risk mitigation and compliance and to drive continuous improvement

Profile

Level of education & experience

• Degree in Business, Science, Supply Chain Management or an equivalent of training and experience
• 5+ years of procurement experience within an industrial, chemical, petrochemical environment
• Further professional procurement qualification preferred (e.g. Scotwork Advanced Negotiation Skills, CIPS, Procurement Academy)
• Experience supporting or leading chemicals & catalysts procurement preferred
• Experience of working with cross-sites/-countries procurement environments with a track record of identifying and sharing of best practices

Language

• Fluency in English is required. Additional European language skills would be beneficial but not essential

Technical skills

• Ability to develop procurement category strategies, market analysis and spend analysis across multiple sites
• Strong analytical capability, including data interpretation, KPI governance and performance management
• Strong demonstrated commercial skills: tendering, contracting, including leading complex and high-value negotiations
• Strong capability in supplier engagement, supplier onboarding and supplier relationship management
• Experience in contract management, including risk mitigation and dispute resolution
• Good financial awareness
• Ability to use SAP, Qlikview and MS Office tools effectively to interrogate procurement activities and run reports
