Spektrum seeks an experienced Oracle E-Business Suite Financials Functional Consultant to support NBAC/NCIA projects in Belgium. The role focuses on delivering and maintaining Oracle EBS Financials and Purchasing applications, including reporting capabilities and ongoing enhancements within a public sector context.

Significant expertise in 12.2.x and financial processes is required. Role is hybrid with on-site work in Belgium (40% on-site) and occasional travel to NATO/NCI sites.

Qualifications

  • Minimum 10 years of hands-on experience as a functional resource within Oracle E-Business Suite Financials 12.2.X.

Responsabilités

  • Be responsible for the assigned business applications and services.
  • Log and track support incidents using the helpdesk system and resolve within SLAs.
  • Provide 2nd/3rd line support for Oracle EBS Financials and Purchasing modules.
  • Contribute to gathering, analysis, design and documentation of new requirements.
  • Develop and review functional/technical design docs and system specs.
  • Provide user guidance and training on Oracle EBS best practices.
  • Collaborate with IT teams to improve service delivery and resolve issues.

  • Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
  • Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
  • Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
  • Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.

Assistance and Advisory Service (AAS)

The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.

To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Oracle EBS Financials Functional Consultant

Role Background

NCIA s seeking Functional Support For Oracle E-Business Suite Financials Applications to support FINS Service in the NBAC Business Area. These services will focus on delivering new reporting capabilities for existing applications for ongoing projects. The Fins Application Service is an integrated service within NATO Business Applications Centre (NBAC) which provides support for oracle E-Business Suite based software for different business processes such as finance, acquisition and travel process across NATO (ACO, ACT IMS). This Statement of Work aims to implement a service to support the Fins Application Service, focusing on maintaining existing applications while providing support for Continuous improvement initiatives.

Role Duties and Responsibilities
  • Be responsible for the assigned business applications and services.
  • Log and track support incidents using the helpdesk ticketing system. Ensure all tickets are updated with accurate and detailed information and resolved within the agreed service levels.
  • Providing 2 nd and 3 rd line support to the assigned business applications, byresponding to service requests, investigating and resolving incidents and problems, communicating solutions or advices to customers and users on changes and improvements based on best business practices.
  • Contributing to the gathering, analysis, setup, design and documentation ofnew requirements and change requests.
  • Developing and reviewing documentation such as requirements, definitions,functional and technical design documents, system specifications or other deliverables.
  • Providing time estimates for the development and implementation of new requirements.
  • Ensures full lifecycle tests of requests for change before they are presented tothe user for user acceptance testing.
  • Active contribution to relevant projects or service operation across Service Lineswhere integration is required.
  • Participating/attending job-related conferences and trainings in order to keepthe knowledge and expertise up-to-date.
  • Escalate complex issues to vendor support or appropriate teams when necessary. Follow up on escalated issues to ensure timely resolution and user satisfaction.
  • Providing briefings and presentations.
  • Contribute to the creation and maintenance of a knowledge base, documentingcommon issues and solutions. Share knowledge and best practices with team members to improve overall service quality.
  • Provide users with guidance and training on best practices for using Oracle EBSApplications. Promote self-service tools and resources to empower users and reduce support requests.
  • Communicate effectively with users to understand their issues and provide clearinstructions.
  • Collaborate with IT teams to resolve issues and improve service delivery.
Essential Skills, Experience and Certifications
  • A minimum of 10 years of recent practical experience as functional resource within Oracle E-Business Suite Financials 12.2.X, demonstrating a 24 months sustained period of performance on the previous 2 most recent assignments.
  • A minimum of 10 years of experience with Oracle E-Business Suite Release 12.2.X Financials and Purchasing applications, including but not limited to General Ledger, Accounts Payable, Accounts Receivable, Cash Management and Sub-Ledger Accounting; Fixed Assets business flows and setups plus their implications at General Ledger level; Budget accounting (summary account, budgetary control configuration), encumbrance Accounting, accrual accounting and experience of Public Sector accounting processes.
