NATO invites applications for a Programme Manager role within the Defence Industry, Innovation and Armaments Division in Brussels. • Coordinate with AFSC ecosystem stakeholders to develop, deliver and sustain capabilities efficiently.
• Negotiate with NATO stakeholders and Allied representatives to achieve tangible outcomes.
• Provide policy inputs on NATO ISR capabilities to ensure coherence of multiple policies.

The incumbent will support the implementation of the Alliance Federated Surveillance and Control (AFSC) complex armaments programme, focusing on facilitating and connecting multinational capability delivery outputs. The role involves project management, stakeholder engagement, and policy development within NATO's Defence Industry, Innovation and Armaments Division.

Responsibilities

• Utilize existing processes within D2IA to deliver Intelligence, Surveillance, and Reconnaissance (ISR) assets and capabilities through analysing multiple courses of action and providing sound recommendations to Allies.
• Drive forward continuing ISR improvement with a specific focus on the delivery of the Alliance Federated Surveillance and Control (AFSC) programme.
• Work with key members of relevant NATO entities to set necessary political and military conditions to enable effective project/programme management and measurable capability delivery.
• Collaborate with NATO Office of Resources, AFSC System Integration Office, and NATO agencies to determine and verify correct use of financial resources relating to the AFSC Realization Phase.
• Work with all stakeholders of the broader AFSC ecosystem to ensure associated capabilities are developed, delivered and sustained efficiently and expediently.
• Negotiate with NATO internal stakeholders and Allied representatives at NATO HQ and in capitals to achieve tangible success.
• Provide policy inputs regarding NATO ISR capabilities and complex armaments programmes and ensure coherence of multiple NATO policies and approaches.
• Perform any other related duties as assigned.

Requirements

• Possess a university degree or equivalent level of qualification.
• Have at least 2 years of relevant experience and proven track record in successfully facilitating and managing multinational and/or common funded major capability delivery efforts.
• Possess excellent briefing (verbal and written) skills and have the ability to provide a high degree of impact and influence with political, civil and military stakeholders.
• Exhibit a strong can-do attitude with an aptitude to streamline complex policies and processes towards generating accelerated, measurable capability deliverables.
• Possess the following minimum levels of NATO's official languages (English/French): V ("Advanced") in one; I ("Beginner") in the other.
• Previous experience in successfully operating in and managing complex stakeholder environments is considered an advantage.
• Experience in and awareness of the application of novel technologies for potential military surveillance and control application is considered an advantage.
