Keystone Solutions is seeking a Lead Program Manager to oversee a strategic Data Transformation Program, coordinating with executive stakeholders and driving adoption of data products across business units. The role blends on-site client work with Keystone Solutions consulting expertise, guiding governance, roadmaps, and delivery plans.

Qualifications

• Minimum 10 years in Program Management, Strategic Transformation or Enterprise Change Management.
• Mandatory technical experience with Enterprise Data Platforms, Data Governance and Analytics ecosystems.
• Experience with Agile delivery at scale and hybrid delivery models.
• Strong leadership, executive presence and stakeholder management capabilities.

• Define and govern the Data Transformation Program and deliver on initiatives such as Self-Service Data Platform and Reporting Tooling Modernization.
• Establish a modern Self-Service Data Platform and enable reusable Data Products across business units.
• Coordinate with Initiative Owners and IT Delivery leads to align strategy, governance and delivery plans.
• Drive the transformation roadmap, engage executive management and lead steering committees.
• Act as primary liaison for executive management, provide clear reporting and support decision-making.
• Manage risks and dependencies, ensure governance and regulatory compliance, and define mitigating actions.

Mission Overview

The Lead Program Manager consultancy mission is offered by Keystone Solutions, with the consultant working on-site at the client. As a Keystone Solutions consultant, you will represent our values and expertise while delivering strategic transformation in a dynamic client environment.

Responsibilities

• Define, govern, coordinate, and deliver the client's strategic Data Transformation Program, including initiatives such as Self-Service Data Platform, Decommissioning Legacy BI & Technology Evolution, and Reporting Tooling Simplification.
• Establish a modern Self-Service Data Platform, enable reusable Data Products, simplify and modernize reporting technologies, accelerate Power BI adoption, reduce technical debt and operational costs, and ensure alignment with Data Management Strategy and target architecture.
• Cooperate with Initiative Owners and IT Delivery leads to ensure a coherent transformation program with shared strategy, roadmap, governance, and delivery plan.
• Drive the transformation roadmap, align objectives with executive management, establish governance, and lead executive steering committees.
• Act as primary contact for executive management, provide clear reporting, facilitate decision-making, and build strong partnerships across business and IT communities.
• Coordinate initiative owners and delivery leads, ensure consistency of priorities, drive integrated planning, resolve dependencies, and deliver agreed outcomes.
• Drive adoption of Data Products and Self-Service capabilities, support business and data communities, coordinate communication and change management, and promote a data-driven culture.
• Own program risk and dependency landscape, ensure compliance with governance and regulatory requirements, and define mitigating actions.

Requirements

• Minimum 10 years of experience in Program Management, Strategic Transformation, or Enterprise Change Management.
• Mandatory technical experience: Enterprise Data Platforms, Data Management concepts, Data Products, Data Governance, Data Operating Models, Reporting and Analytics ecosystems, Agile delivery at scale, hybrid delivery models.
• Preferable technical experience: Data Mesh principles, Self-Service Data Platforms, Power BI migration programs, Enterprise Architecture governance, Cloud and modern data technologies.
• Mandatory business experience: Leading large-scale transformation programs, coordinating multiple project managers and delivery organizations, working with senior executives, managing complex stakeholder environments, technology modernization, budget management, vendor and partner management.
• Preferable business experience: Experience in large financial institutions or regulated environments.
• Soft skills: Exceptional strategic thinking, executive presence, outstanding communication, strong leadership, ability to navigate ambiguity, stakeholder management, analytical and problem-solving skills, results-driven mindset, resilience, change leadership, and people engagement.
• Program Management certification: PMP, PgMP, Prince2 Practitioner, MSP or equivalent.
• Language requirements: Strong written and spoken communication skills in Dutch, French, and English.
• Expectation: 60% on site & 40% homeworking.
