HIVE-X, a Belgian IT services company, seeks experienced Java/Angular developers to support the Wallonia-Brussels Federation’s ONE programme and digital transformation projects. You will work across existing applications and new features in an Agile setting, contributing to design, implementation and continuous improvement.

Projects include DOMES, Prenatal, and e-VAX 2.0, with a mix of frontend and backend work, domain logic, and data management.

Description du poste

IT operator of the Wallonia-Brussels Federation. As a public-interest body, it designs, develops, maintains and evolves the information systems and technology infrastructure serving the administrations and institutions of the Federation. A central player in the digital transformation of the French-speaking Belgian public sector, it works on IT infrastructure (networks, security, data centres, cloud), custom business applications, digital project support (functional analysis, UX/UI, project management), cybersecurity and data protection, and user support and training.

As part of the ZEPHYR programme of the Office de la Naissance et de l'Enfance (ONE), we are looking for experienced Java / Angular developers to work on several projects and applications supporting ONE's digital transformation. Activities are split between the development of ongoing projects and the corrective and evolutive maintenance of existing applications. Depending on project needs and phases, developers may work across several applications and functional domains.

• DOMES V2 - supports the follow-up of children aged 0 to 6: ONE professionals manage and edit the child's record, create consultations and schedule appointments in the Agenda.
• Prenatal V1 - digitalises the social record of expectant mothers, supporting ONE professionals in their social follow-up throughout their journey.
• e-VAX 2.0 - replaces the current e-VAX CCR solution and modernises vaccination data management: better collection and exchange of vaccine data, a cross-cutting vaccination card, vaccine supply-chain tracking, and data-driven decision support for the vaccination programme.

Application maintenance:

• DOMES V1 - digital medico-social record of children aged 0 to 6.
• AGENDA - appointment management and scheduling linked to the child's record, usable online as well as in offline/degraded mode to guarantee continuity for field professionals.
• e-VAX 2.0 - corrective and evolutive maintenance to ensure service continuity and adapt the solution to future programme needs.

The mission takes place in an Agile / Scrum environment with a service-oriented architecture. Tech stack: Angular 21, NgRx, Java 8 / JEE 7, Java 21, Spring Boot, DB2, MySQL, Flyway. Build tools: Apache Maven, Git / GitLab CI/CD, Nexus.

Design

• Take part in the technical design of features together with functional analysts, the technical lead and other team members.
• Design application components in line with the project architecture and technical standards.
• Help identify technical impacts and dependencies on existing components.

Development

• Develop and evolve application modules and components.
• Build Java back-end and Angular front-end components.
• Deliver the required quality level (unit tests, integration tests, etc.) for the features developed.
• Fix defects and deliver functional and technical enhancements.
• Contribute to refactoring to improve readability, maintainability and performance.
• Take part in code reviews.

Deployment

• Prepare and deliver developments across the different environments.
• Validate deployment and delivery of the solution.
• Follow the delivery processes and standards defined for the projects.

Quality

• Comply with the methodological and technological standards.
• Ensure coverage and relevance of unit and integration tests.
• Contribute to continuous improvement of development practices.
• Help reduce technical debt (refactoring, library and framework upgrades).
• Meet the commitments and deadlines agreed within the team.

Communication

• Collaborate daily with developers, functional analysts, testers and other stakeholders.
• Take part in all Scrum ceremonies.
• Share difficulties, points of attention and technical risks with the Team Leader.
• Document developments when needed and share knowledge within the team.

Consultants work under the same conditions as internal staff: hybrid mode with a mandatory minimum of 50% on-site presence. The mission is conducted exclusively in French.
