Qualifications

• At least seven years in an ICT development management role within a large organisation.
• Experience managing finances of large-scale ICT environments.
• Experience with IT service management and process improvement.
• Familiarity with Agile methods such as Scrum.
• Fluency in Dutch, French and English, with broad stakeholder communication ability.

Our client is looking for an ICT Manager to lead technology services for the HR and Finance business areas. Reporting directly to the CIO, you will oversee the ICT budget and guide key strategic initiatives that support the organisation’s broader ambitions.

You will be part of the ICT leadership team, helping shape how the department operates and how it supports the business. Working closely with stakeholders across HR and Finance, you will turn strategic priorities into practical plans, reliable services and a future-ready application landscape.

Responsibilities

Representing your business areas in ICT governance forums and translating their strategy into clear priorities and initiatives.

Taking ownership of the applications supporting HR and Finance, and developing a roadmap to keep them fit for the future.

Managing the financial planning and budget for your area, while contributing to the financial governance of the wider ICT department.

Leading your team across both day-to-day service delivery and project work, and setting clear direction for its development.

Monitoring relevant technology changes and trends, and advising the business on their potential value.

Maintaining productive relationships with internal and external stakeholders, suppliers and service partners.

Coordinating public procurement processes where required.

Ensuring communication is clear and effective across the organisation.

Monitoring agreed service levels and maintaining high-quality support for internal and external customers.

Ideal Profile

You are an experienced ICT leader who combines broad technical understanding with sound financial judgement and a people-focused approach. You can engage confidently with senior stakeholders, guide teams through change and keep the needs of the business at the centre of your decisions.

A university degree or equivalent professional experience, along with at least seven years in an ICT development management role within a large organisation.

Experience managing the finances of large-scale ICT environments and leading organisational change.

A strong background in ICT, together with a clear vision for building and motivating effective teams.

The ability to coach and inspire employees while providing decisive, credible leadership.

Confidence working with executive teams and a wide range of stakeholders.

Experience in IT service management, project management and application development. Familiarity with AI initiatives is an advantage, particularly in large-scale environments.

A customer-focused mindset and an interest in improving processes while helping employees grow.

Experience working with Agile methods such as Scrum.

Fluency in Dutch, French and English, with the ability to communicate comfortably in a broad stakeholder environment.
