The program
Assistance and Advisory Service (AAS)

The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.

To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. Role ID – CDT-0025
Role Background

The NATO Cyber and Digital Transformation (CDT) Division, led by the Assistant Secretary General (ASG), ensures ICT coherence across NATO’s 50+ civil and military bodies, serving over 25,000 users. Reporting to the Secretary General, the Assistant Secretary General provides strategic direction on enterprise ICT, digital transformation, IT acquisition and services. In 2026, NATO is prioritising digital transformation, cloud migration and the transition towards becoming a more data-centric organisation. This strategic effort focuses on modernising business processes, enabling more effective use of digital technologies and artificial intelligence, and improving the integration of enterprise business services. By harmonising and optimising business workflows, NATO aims to increase operational efficiency, strengthen security, improve data quality and support coherent cloud adoption across the Enterprise. As part of this effort, CDT is coordinating a Business Services Transformation programme to bring greater coherence, standardisation and modernisation to the NATO Enterprise Business Services landscape. This initiative supports the NATO Digital Transformation Implementation Strategy by addressing the need for improved alignment of processes, systems, data and service delivery models across NATO entities. Within this broader programme, Finance has been identified as a key transformation stream. CDT is therefore seeking contractor support to lead and coordinate the Finance stream of the Business Services Transformation effort. This includes leading an Enterprise Finance Process Harmonisation exercise, coordinating Finance-related business transformation activities, and providing oversight and coherence across ongoing enterprise-wide Finance cloud and ERP-related initiatives.

Role Duties and Responsibilities

The contractor will provide program/project management and advisory support to CDT to drive the Enterprise Business Services Vision across the NATO Enterprise in the Finance domain. The scope of this work includes three tasks:

Task 1: Project Management, Stakeholder Management and Communication Management

Responsibilities include:

  • Managing projects and initiatives: Execute project and program management of business services initiatives. Ensure delivery of scope within time and budgetary constraints.
  • Stakeholder management: Engage regularly with stakeholders across NATO entities, including Finance, HR, Procurement, Legal, and others, to promote synchronized efforts toward harmonizing enterprise business services.
  • Documenting: Develop and maintain documentation artefact necessary for any of the outlined tasks.
  • Managing risks: Maintain risk and issue registries, propose mitigation measures, and address challenges to enhance the successful delivery of business services transformation.
Task 2: Leading the Finance Business Services Transformation track
  • Finance stream leadership: Lead and coordinate the Finance stream under the broader Business Services Transformation effort, acting as the main point of coordination for Finance-related enterprise initiatives within CDT.
  • Enterprise Finance Process Harmonisation: Lead the Enterprise Finance Process Harmonisation exercise, including planning, stakeholder engagement, coordination and facilitation of working sessions.
  • Dependency management: Identify and manage dependencies between Finance transformation activities and related enterprise initiatives, including ERP, cloud migration, data platform, procurement, HR and other business services initiatives.
  • Decision support: Prepare briefing material, options analyses and recommendations to support senior-level decisions on Finance transformation, process harmonisation and Finance cloud/ERP initiatives.
Task 3: Business Services Advisory (SME Role)

The contractor will provide expert advisory support on Finance business services, ERP implementation and Finance-related cloud transformation initiatives, ensuring that Finance transformation activities are informed by relevant expertise, leading practices and enterprise-wide considerations. Responsibilities include:

  • Finance SME advisory: Provide CDT staff with ad-hoc subject matter expert advice on Finance business services, ERP implementation, cloud-enabled Finance solutions and relevant technology considerations.
  • Market and leading-practice insight: Advise on market practices, leading practices and lessons learned from large-scale Finance transformation, ERP implementation and cloud-based Finance programmes.
  • Business and technology alignment: Support alignment between Finance business requirements, enterprise architecture, cloud adoption, data management and NATO’s wider digital transformation objectives.
  • Documentation review and quality assurance: Review Finance-related project documentation, plans, process materials, solution approaches and delivery artefacts, providing recommendations to improve quality, coherence and delivery confidence.
  • Stakeholder engagement support: Support engagement with Finance stakeholders across NATO entities to ensure that transformation activities reflect operational needs, enterprise priorities and agreed Finance process harmonisation objectives.
