Green Finance Institute seeks an experienced project manager to support delivery of EU Clean Energy Investment Strategy (CEIS) initiatives in Brussels. The consultant will bridge policy ambitions and investment outcomes, coordinating governance, stakeholders and work programmes across Europe.

The role requires expertise in energy transition, infrastructure finance and public policy, with strong stakeholder engagement and independent collaboration across teams in multiple countries.

Qualifications

  • 5-10 years of relevant experience in energy transition, finance or policy.
  • Proven ability to manage multi-stakeholder programmes and long-term deliverables.
  • Fluent English communication, both written and spoken.

Responsabilités

  • Support delivery of European clean energy investment initiatives.
  • Convene and facilitate engagement among public and private actors.
  • Draft briefing papers, discussion materials, stakeholder updates and strategic recommendations.
  • Contribute to project planning, stakeholder coordination and internal programme management.

  • Monitor developments in energy, infrastructure and finance policy to identify opportunities.
  • Attend and speak at external meetings, workshops and forums.

Please note that is a consulting engagement. You will be contracted by GFI either as an individual consultant, through your own limited company or via a local agent.

Location: Brussels

Start date: as soon as possible

Role: 6-month consultancy contract, with likely potential for extension.

What's the role?

The Green Finance Institute (GFI) is seeking an experienced project manager to contribute to the delivery of its work supporting the implementation of the EU Clean Energy Investment Strategy (CEIS) to mobilise private capital for Europe's energy transition.

Working closely with GFI's Brussels team, European institutions, investors and industry stakeholders, the Consultant will support the market by acting as a trusted, neutral convenor capable of bridging the gap between policy ambitions and tangible investment outcomes. The successful candidate will play a central role in shaping the governance, stakeholder engagement and work programme associated with the CEIS, while ensuring that discussions remain focused on practical financing solutions and implementation.

This project is suited to an experienced professional with expertise in energy transition, infrastructure finance, public policy and stakeholder engagement, including managing working groups, who is comfortable operating independently, while collaborating with a broad range of stakeholders.

Scope of Services
Support the delivery of European clean energy investment initiatives
  • Contribute to the development and delivery of initiatives aimed at accelerating private investment in Europe's clean energy transition.
  • Work with public and private sector stakeholders to identify innovative financial solutions and opportunities to unlock capital at scale.
  • Help shape practical approaches that connect policy ambition with investment delivery.
Programme and project development
  • Convene and facilitate engagement between public and private sector actors to support constructive dialogue on clean energy innovative financing solutions.
  • Draft briefing papers, discussion materials, stakeholder updates and strategic recommendations.
  • Contribute to project planning, stakeholder coordination and internal programme management.
Stakeholder engagement and relationship management
  • Build and maintain relationships with stakeholders across European institutions, financial institutions, investors, network operators, industry and civil society.
  • Help explore opportunities for public-private collaboration to mobilise capital into energy infrastructure and related sectors.
  • Work closely with colleagues across GFI's UK, Spain, Denmark and Brussels teams to align activities and leverage internal expertise and network.
  • Attend and speak at external meetings, workshops, conferences and stakeholder forums.
Market intelligence and strategic insight
  • Monitor developments in European energy, infrastructure and finance policy.
  • Gather insights from market participants on the challenges and opportunities associated with financing the energy transition.
  • Identify emerging themes, potential partnerships and areas where GFI can add value through its convening model.
Partnerships, fundraising and grant delivery
  • Support the successful delivery of the programme and associated reporting requirements.
  • Contribute to the development of proposals, concept notes and funding opportunities that build on programme learning and stakeholder engagement.
  • Help identify opportunities for strategic partnerships that can extend the impact of GFI's work in Europe.
  • Support the development of GFI's presence and credibility as a trusted convenor in European clean energy finance.
Consultant Profile
Essential
  • 5-10 years' experience in one or more of:
  • Energy transition
  • Infrastructure finance
  • EU public policy
  • Strategy consulting
  • Investor engagement
  • Excellent programme and project management skills.
  • Strong stakeholder management and convening experience.
  • Demonstrated ability to work with senior executives and public officials.
  • Outstanding written and verbal communication skills.
  • Ability to manage multiple workstreams simultaneously in a fast-moving environment.
  • Fluent English.
Desirable
  • Good understanding of EU institutions and policymaking processes.
  • Knowledge of electricity infrastructure, energy transition financing, infrastructure investment or blended finance.
  • Existing network among European investors, financial institutions or energy stakeholders.
  • Additional European language(s), particularly French or German.
