EMW seeks a Cyber Security Senior Project Manager to lead NSIP cyber procurement projects at NATO. You will plan resources, define approaches with the Portfolio Manager, and ensure on-time, on-budget delivery.

The role requires NATO SECRET clearance, a related degree, and 3+ years of defence project management experience. Travel within Allied Nations is expected; on-site work in Belgium is required.

Qualifications

  • Active NATO SECRET security clearance.
  • Bachelor's degree in a related scientific or engineering discipline and 3 years post-related experience; or 10 years of equivalent expertise.
  • Experience as a Project Manager delivering C4ISR capabilities in defence.
  • Experience with NATO or a National Ministry of Defense in delivering military, CIS, or IT capabilities.
  • Strong briefing and written communication skills.
  • Proficiency in MS Excel, PowerPoint, Project and Power-BI for status visualization.

Duties & Role:

Under the direction of the Cyber Project Management Section Head the contractor shall:

  • Responsible for the management of NSIP projects and, in particular, the implementation of major procurement projects in the area of Cyber Security
  • Identify, plan, request and manage the deployment of resources to meet project milestones and initiate corrective actions when necessary
  • Responsible for the definition, execution and satisfactory completion of his/her projects, including preparation and submission of project proposals, contribution to source selections according to the defined procurement strategy
  • Review and agree project approach with his/her Projects Portfolio Manager following Agency processes
  • Monitor and control project progress and risk to ensure resources are consumed in accordance with the approved budget and within the approved timelines
  • Provide regular status reports on the progress of projects to leadership, senior executives, and NATO committees
  • Take responsibility for understanding customer requirements, collecting data, delivering analysis and problem resolution
  • Propose appropriate actions to provide an increased level of confidence and reduce risks such that the project will meet its objectives in terms of deliverables (scope and quality), schedule, and costs
  • Provide effective and positive leadership to the project team
  • Take appropriate action when project performance deviates from agreed tolerances through risk management
  • Contribute to other project related activities to support the continuous improvement of Project Management within the NCI Agency
Specific Working Conditions:

If working from a remote location, the contractor shall provide IT equipment for the processing of public and unclassified information in support of their duties, including the capability to participate in video meetings using Microsoft based collaboration tools.

The contractor may be permitted to perform work remotely, from a different NATO nation than the duty location, for up to a maximum of twenty percent (20%) of their total working time, subject to prior approval by their Resource Manager (to which they will be assigned upon contract start) and the Cyber Project Management Section Head. The contractor may work from their home in the duty location subject to the NCIA teleworking policy and in coordination with the Section Head of S&R.

Travel required:

The contractor may be required to travel to NCIA locations in Allied Nations for meetings with internal or external stakeholders. In such cases the contractor will be reimbursed for travel costs according to NATO regulations for traveling on NATO duty.

Occasional travel to customer or contractor locations within the 32 NATO Allied Countries, but travel outside Belgium and The Netherlands is rare. Local travel within Belgium and to The Hague, The Netherlands roughly 3x per month.

Contractors traveling for work purposes shall initiate travel requests from their designated duty station only.

Requirements
Skills, Knowledge & Experience:
  • The candidate must have a currently active NATO SECRET security clearance
  • A minimum requirement of a Bachelor's degree at a nationally recognised/certified University in a related scientific or engineering discipline (such as computer science/engineering, information systems, physics, electronics, etc.) and 3 years post-related experience;
  • Or exceptionally, the lack of a university degree may be compensated by the demonstration of a candidate's particular abilities or experience that is/are of interest to NCIA, that is, at least 10 years extensive and progressive expertise in duties related to those in this Statement of Work
  • Recent experience as a Project Manager for a large organization-focused on the delivery of C4ISR capabilities within the defence sector;
  • At least 2 years direct experience with NATO or a National Ministry of Defense in the delivery of military, CIS, or IT capabilities;
  • Proven ability to communicate effectively orally and in writing with good briefing skills
  • Proficient in the use of in the use of MS Excel, MS PowerPoint, MS Project, and Power-BI for the visualization and communication of project status and milestones
  • A detailed understanding of the NATO Security Investment Programme (NSIP)
  • Significant and recent experience in the development of Statements of Work used as the basis for competitive bidding from industry. This includes the detailed development and collection of technical and non-technical project requirements
  • Language proficiency in English: meet or exceed the NATO STANAG 6001 Level 3 "Professional Proficiency"
  • A recognised formal Project Management qualification, such as PRINCE2 Foundation, PMP, US DAWIA Program Management Level II, Managing Successful Programmes, Risk Management Professional, Lean Six-Sigma, etc;
  • Relevant cybersecurity certifications such as CompTIA Security+, Certified Cloud Security Professional (CCSP), Certified Information Security Manager (CISM), or Certified Information Systems Security Professional (CISSP);
  • Relevant IT certifications such as ITIL 4, Agile PM, Amazon Web Services (AWS) Cloud Practitioner, Certified Scrum Master (CSM), etc;
  • Certification in the use of MS Project, Power-BI, or other project management/reporting software;
Desirable Experience:
  • Experience leading teams of 3-5 personnel;
  • Experience in the management of Cyber Security or ICT projects;
  • Experience working in an international environment comprising both military and civilian elements;
  • At least 3 years' experience working with the NATO Security Investment Programme (NSIP) or Military Budget (MB);
  • Extensive knowledge of NATO's Common Funded Capability Governance Model (CFCDGM) and/or Capability Package process;
  • Extensive knowledge of NATO responsibilities and organization, including NATO's Strategic Commands (ACO & ACT)
