Randstad is recruiting a VPS4 Finance Analyst for a VIC government organisation in Melbourne CBD on a 3‑month temporary contract. The role features a pay rate of AU$73.64–AU$90.32 per hour plus super, with hybrid working flexibility.

The successful candidate will hold a bachelor degree or higher in commerce/economics/finance or CA/CPA, and bring government budgeting, reporting and policy experience, including a background in auditing or related government work.

Qualifications

• Bachelor level qualification or higher in a related discipline (commerce/economics/finance) or CA/CPA.
• Experience with government budgeting, reporting, and financial policies, procedures and processes, with sound accounting principles.
• Relevant audit, government, or business experience in a similar role is well regarded.
• Previous government experience is advantageous.

Responsibilities

• Drive performance across the Victorian TAFE network using the Outcomes framework.
• Oversee property management, asset planning, and capital project delivery.
• Lead financial governance, fund management, and allocation across TAFE Services Fund.
• Perform high‑level financial analysis and data modeling for performance insights.
• Design and deliver initiatives to strengthen long‑term financial resilience.
• Oversee industrial relations matters to support consistency and risk mitigation.
• Build partnerships across TAFE institutes to influence financial reforms.
• Prepare concise briefings and strategic reports while mentoring staff.

About the Role

Our client is a VIC government organisation based in the Melbourne CBD. They are currently seeking a VPS4 Finance Analyst to come in and join their team on a 3 month temp contract until end of year.

Requirements for this role include:

• Bachelor level qualification or higher in a related discipline e.g. commerce, economics, finance OR CA/CPA
• Demonstrated experience in government budgetary, reporting, and financial policies, procedures and processes, with a sound working knowledge of accounting principles.
• Relevant audit, government, business experience in a similar role will be well regarded.

Key responsibilities include:

• Network Performance & Accountability: Drive performance across individual TAFEs and the broader network against financial and non-financial metrics using the Outcomes, Improvement and Accountability Framework.
• Asset, Property & Capital Delivery: Oversee property management, strategic asset planning, and capital project delivery across the Victorian TAFE Network.
• Financial Governance & Fund Management: Oversee TAFE network financial performance and lead the design, allocation, and management of the TAFE Services Fund.
• Strategic Financial Analysis & Data Modeling: Perform high-level financial analysis and data modeling to identify performance trends, provide expert recommendations, and support sector-wide decision-making.
• Financial Sustainability & Change Management: Design and deliver change initiatives and innovative operating solutions to strengthen the long-term financial resilience of TAFE entities.
• Industrial Relations Oversight: Oversee TAFE industrial relations matters to support operational consistency and risk mitigation across the network.
• Stakeholder Collaboration & Strategic Influence: Build strong partnerships across TAFE institutes, facilitating consensus on sensitive financial reforms through a collaborative, customer-centric approach.
• Reporting & Team Leadership: Prepare concise briefings and strategic reports under tight deadlines while helping lead, mentor, and align staff to deliver team priorities.
