Job summary

Shoalhaven City Council is seeking an experienced supervisor for the Plumbing & Drainage Team in Nowra. You will lead a small team delivering high-quality, safe inspection services across residential, commercial, and industrial developments, ensuring compliance with relevant legislation.

You will apply your extensive plumbing and drainage expertise, mentor staff, and foster a culture of safety, accountability, and continuous improvement within the Council’s operations.

Qualifications

  • Current Plumbing and Drainage Trade qualifications/license.
  • Certificate IV in Local government (Planning) or Advanced Diploma in Building Surveying, or relevant demonstrated experience.
  • Extensive experience with sewer, septic tank and water installations, approvals and inspections.
  • Specialist skills interpreting plumbing and drainage legislation for Local Government.
  • Experience in assessing plans and all types of plumbing and drainage work.
  • NSW WorkCover Construction Induction Card.
  • Current Class C Driver's Licence.
  • Proof of Australian residency or citizenship, or authority to work in Australia (visa).

Responsibilities

  • Lead, mentor, and support the Plumbing & Drainage Team to deliver high-quality, safe, and compliant inspection services across residential, commercial, and industrial developments.
  • Oversee inspectors to ensure they are equipped, competent, and motivated for operational excellence, fostering safety and customer focus.
  • Oversee plumbing and drainage inspections ensuring compliance with legislation, standards and Council requirements.
  • Provide technical and general advice to clients including consultants, contractors, and the public.
  • Assess and determine applications for approval under the Local Government Act and Regulations.
  • Respond to customer enquiries and complaints per Council policies.

About the Role
This role is responsible for supervising, mentoring and supporting the Plumbing & Drainage Team to deliver high-quality, compliant and customer-focused inspection services across residential, commercial and industrial developments. The position provides technical expertise, oversees day-to-day operations, and drives a culture of safety, accountability and continuous improvement.

Reporting to the Lead - Certification, the main duties of this role includes:

  • Lead, mentor, and support the Plumbing & Drainage Team to deliver high‑quality, safe, and compliant inspection services across residential, commercial, and industrial developments
  • Ensure that inspectors are well‑equipped, competent, and motivated to achieve operational excellence while fostering a culture of safety, accountability, customer focus, and continuous improvement
  • Oversee and contribute to plumbing and drainage inspections, ensuring all work complies with relevant legislation, standards, and Council requirements.
  • Provide assistance and advice of a technical and general nature to all clients, including but not limiting too, consultants, contractors, the general public and other areas of Council's operation.
  • Assess and determine applications for approval under Section 68 of the Local Government Act and Local Government (General) Regulations.
  • Respond to customer enquiries and complaints in accordance with Council Policies and procedures

The advertised salary is based on the grade of the position, comprising of 4 steps within the range shown. The starting salary is at Step 1 within the grade. Progression through the salary steps shall be based upon the achievement of performance objectives relating to the position.

About You
To be successful in the position, you will have:

  • Current Plumbing and Drainage Trade qualifications/license
  • Certificate IV in Local government (Planning) or Advance Diploma in Building Surveying; or relevant demonstrated experience
  • Extensive experience with sewer, septic tank and water installations, approvals and inspections.
  • Specialist skills that enable the interpretation of plumbing and drainage requirements of legislation and apply these to the Local Government Area.
  • Extensive experience in the assessment of plans and all types of plumbing and drainage work. Effective time management and prioritisation skills.
  • Experience in the use of technical publications such as the NCC and Australian Standards relevant to all classes of buildings.
  • Ability to demonstrate strong interpersonal skills to engage with a variety of stakeholders.
  • Experience in the building and construction industry.
  • NSW WorkCover Construction Induction Card.
  • Current Class C Driver's Licence.
  • Proof of Australian residency or citizenship, or authority to work in Australia (visa)
