Job summary

Townsville City Council is seeking a Systems Analyst to join the ITS Strategy and Delivery Team in Townsville. The role delivers systems and database analysis for Council IT systems, focusing on design, data pipelines, and deployment of new software.

You will apply extensive IT experience with TechnologyOne applications and data engineering, collaborating with diverse stakeholders to meet service objectives, ensure security and maintain standards.

Qualifications

  • Formal IT qualification with extensive experience in system analysis.
  • Experience administering TechnologyOne applications (ECM/CES/CiA/P&R) and Chris21.
  • Database administration, security, integrity and standards.
  • Experience with data engineering and end-to-end data pipelines.
  • Ability to assess software updates and tailor them to service objectives.

Division/Section: Business Services / Digital Information & Technology

Position Type: Fixed-Term Full-Time, September 2026 – August 2027 with possibility of extension (9 day fortnight, 36.25 hours/week)

Salary Range: LGO7 ($113,019 - $119,946 per annum + superannuation) based on skills, qualifications and experience

Location: Townsville

About The Role

The Systems Analyst is a critical role in the ITS Strategy and Delivery Team and is responsible for the provision of effective systems and database analysis capabilities in the development and operations of Council IT systems. By applying specific and deep technical skills in the analysis, technical design and management of Council’s Business Systems, as well as efficient database design and delivery, this role is able to support and deliver Council’s Business System solutions. Also Contributing as a technical specialist to the selection, technical design, configuration and implementation of new system software.

About You
  • Tertiary qualifications in Information Technology and minimum 10 years’ experience with a minimum of 7 years’ experience in a similar position.
  • Experience in the administration and support of on-premises TechnologyOne applications, including ECM, CES, CiA and P&R, and Frontier Software Chris21, encompassing application upgrades, environment refreshes, database troubleshooting, incident and problem management, system configuration, and ongoing application support and maintenance.
  • Certification in Database Administration (relevant database systems), or relevant industry experience.
  • Strong experience in database administration and configuration, including setting standards for definition, security and integrity of database objects and conformance to standards
  • Strong experience in install / de-install of software, maintenance of configuration management records, installation procedures and standards.
  • Strong experience in data engineering, including ETL development, data source management, and the design and operation of end-to-end data pipelines, preferably in Microsoft Fabric.
  • Experience in assessing and analysing release components and completing builds and tests in coordination with testers and component specialists.
  • Strong experience in the evaluation and advice provision of new system software, review of system software updates, and ensuring system software is tailored to meet service objectives.
  • Demonstrated experience in Incident response management of minor to complex Incidents.
  • Strong conceptual, analytical and problem-solving skills, with a self-sufficient and proactive mindset, capable of independently managing workloads and driving continuous improvement and change.
  • Strong communication skills with demonstrated experience effectively communicating with diverse stakeholders to provide advice / services, and achieve quality customer outcomes and to educate / capacity build.
  • Current Queensland ‘C’ Class Drivers Licence.
  • This position may be required to provide support and advice and operate outside of normal business operating hours.
