Key Responsibilities:
Reporting to the System Impact Studies Supervisor, the successful candidate will be responsible for the conduct of System Impact Studies (SIS) and Technical Assessments (TA) for simple and complex connections of generators, embedded generators and major loads to the Luzon, Visayas and Mindanao grids. Evaluates the technical data Requirements and identifies all possible grid connection schemes and scenarios to be considered in the conduct of SIS and TA. Conducts Transmission Capability Assessment for bulk generation sites. Develops and maintains an updated power system model and database of system impact study inputs and parameters.
GRID CONNECTION MANAGEMENT: Facilitates all assigned proposed grid connection applications to ensure technically feasible interconnection to Luzon, Visayas or Mindanao grids while maintaining the adequacy, reliability, power quality and stability of the grid
- Conducts the Technical Assessments (TA) and System Impact Studies (SIS) that evaluate the impact of proposed grid connection of new generators, large, embedded generators, new technologies, major loads and/or modification in the existing connection of customers
- Conducts Transmission Capability Assessment for bulk generation sites
- Develops and maintains an updated power system model and database of system impact study inputs and parameters
- Develops and enhances Python automation scripts for PSSE
- Leads or assists in the interface with grid connection applicants
- Facilitates all assigned grid connection applications ensuring that the SIS process and technical document requirements are fully complied
- Evaluates the technical data submitted by grid connection applicants
- Identifies all possible connection schemes to be evaluated in the SIS and facilitates the resolution of grid connection issues of an application
- Identifies all system simulation scenarios to be considered in the conduct of TA and SIS to ensure comprehensive evaluation
- Identifies the ideal connection scheme, timing and grid requirements for proposed grid connections
- Checks the available transmission capacity and identifies the ideal connection points of new generation capacities to the grid
- Identify all possible grid reinforcements or transmission projects that will accommodate generator or major load entry
- Enforces grid connection requirements to ensure compliance with the PGC, OATS, ERC issuances, DOE circulars and policies, and NGCP standards
- Prepares the presentation material for the internal presentation of the grid connection applications as may be necessary to facilitate the preparation of the TA and SIS Reports
- Reviews the SIS conducted by 3rd Party Qualified Service Providers
NGCP REPRESENTATION TO STAKEHOLDERS' CONFERENCES: Upholds the plans and programs of NGCP for the benefit of grid users and grid connection applicants and protects its interest in the outside community
- Assists in public consultations on matters affecting the access to the grid and transmission planning, such as the latest developments on EVOSS implementation and proposed amendments to the PGC, OATS Rules, Rules for Transmission Wheeling Rates (RTWR), etc.
- Assists in conferences and meetings with the DOE, TransCo, PEMC, prospective customers and other industry stakeholders to discuss topics related to grid connection applications
- Maintains a high level of cooperation with other agencies such as business organizations, Local Government Units (LGUs) and other stakeholders
Requirements:
- Bachelor’s Degree in Electrical Engineering
- Registered Electrical Engineer
- 2 years of relevant experience in grid connection studies and power system planning
- Knowledgeable in power system modeling, simulation and studies
- Excellent communication skills - both oral and written
