Job summary

Laing O’Rourke in Melbourne is seeking a Surveillance Officer to join the Eastern Freeway – Burke to Tram Alliance, supporting quality inspections, compliance monitoring, audits, and site surveillance across the project. You will interpret drawings and specifications, manage documentation, and build relationships with contractors to uphold contract requirements and drive continual improvement.

Experience in project delivery and knowledge of project document management systems is preferred; lead

  • Significant technical experience within a project delivery environment.
  • Ability to interpret drawings, specifications, and quality records.
  • Experience with Project Document Management Systems.
  • Lead Auditor experience is desirable but not mandatory.

Responsibilities

  • Conduct on-site quality surveillance and inspections to ensure works are delivered in accordance with contract requirements, approved management plans, and Inspection & Test Plans (ITPs).
  • Monitor workmanship and compliance, identifying quality risks, non-conformances, and areas requiring intervention or escalation.
  • Manage verification activities, and quality documentation to support project delivery standards.
  • Build strong relationships with contractors, subcontractors, and suppliers to promote a positive quality culture and drive continuous improvement.
  • Lead and support quality audits, surveillance activities, and compliance reviews in line with relevant standards and project requirements.

About the opportunity

The Victorian Government is upgrading the Eastern Freeway with new express lanes, new traffic managementtechnologyand Melbourne’s first dedicated busway. These changes will slash travel times and improve public transport in Melbourne’s east.

Laing O’Rourke is part of the Eastern Freeway – Burke to Tram Alliance with Major Road Projects Victoria, Symal, Arcadis and WSP. Our scope of work includes a new interchange connecting the Eastern Freeway to theNorth EastLink tunnels, major road and bridge upgrades between Burke Road and Tram Road, smart traffic management technologyupgradesand new noise protection to meet Victoria’s toughest traffic noise standards. The local community will alsobenefit from new and upgraded walking and cycling connections, upgrades toKoonungCreek Reserve and revitalised wetlands and open spaces.

About the role
