Job summary

Perth & Kinross Council seeks a Senior Engineer (Structures) to lead bridges and structures projects within the Structures Team, delivering high-value capital schemes with sound engineering judgement.

The role combines project management, line management of engineers, and collaboration across the public sector, with hybrid working from Pullar House and ongoing professional development opportunities.

Qualifications

• Chartered Civil Engineer with a relevant professional institution (ICE or IStructE).
• Proven experience delivering complex civil, structural or bridge engineering projects.
• Strong verbal and written communication skills, including explaining technical matters to non-technical audiences.
• Ability to manage workload, priorities and budgets with minimal supervision.
• Valid UK driving licence; travel across Perth and Kinross.
• Significant experience in local authority bridges and structures or comparable public-sector environment.
• Experience supervising and developing professional or technical staff.
• Experience acting as Technical Approval Authority for structures projects.
• Experience in-house design/checking to relevant standards.
• Experience acting as Principal Designer and Client under CDM 2015.
• Good knowledge of NEC contracts and contract administration.

Responsibilities

• Provide senior technical leadership across bridges and structures.
• Act as Project Manager and/or Lead Engineer on complex capital schemes.
• Manage consultants and contractors; oversee budgets and risk.
• Line manage engineers and mentor technicians.
• Deputise for Structures Manager and represent the service at committees and meetings.
• Support and drive professional development within the team.
• Contribute to shaping service delivery of bridges and structures within the council.
