The Senior Project Officer leads coordination and evaluation of SEM across five LHNs, supporting operations, documentation, and reporting duties to Commonwealth and SA Health. The position requires senior-level project management, governance, stakeholder engagement and strategic planning capabilities
Job no: 946648
Work type: Part time
Location: Adelaide CBD, Adelaide Hills, Barossa, Fleurieu Peninsula, Kangaroo Island, To be negotiated, Rural Support Service

Are you interested in working on a program to attract the next generation of doctors to South Australia’s regional and remote areas?
You can be part of a program that is designed to help rural and regional areas increase access to medical services for locals by encouraging doctors to build local connections in the communities in which they train.
The Single Employer Model (SEM) aims to make rural training more attractive by providing trainees with secure SA Health employment for up to 4 years across hospital and community placements.
The Single Employer Model (SEM) trial is a Commonwealth initiative allowing Rural Generalist and rural General Practice (GP) trainees to be employed by a single employer (in SA’s case, a regional LHN) for up to four years while they complete their training, even when this training occurs in a private General Practice.
The first SEM trial began in 2022 run by the Riverland Academy of Clinical Excellence in the Riverland Mallee Coorong LHN (RMCLHN). The second SEM trial was implemented in 2025 across the remaining 5 regional Local Health Networks and is coordinated by the Rural Support Service.
The employment continuity of the single employer model lets trainee doctors develop long-term connections within regional communities and provides certainty about location, income and conditions including work hours, on-call obligations and leave entitlements.
The position is responsible for leading the coordination, implementation, and evaluation of the Single Employer Model (SEM) across the 5 participating regional Local Health Networks. It is responsible for providing support for SEM operational processes to the regions, maintaining the SEM suite of documentation, and fulfilling reporting and evaluation obligations to the Commonwealth and the Department of Health and Wellbeing as required. The RSS SEM Lead is also responsible for Chairing and supporting the SEM Community of Practice which is comprised of representatives from each of the regional LHNs, the Rural Generalist Program SA (RGPSA), as well as the training colleges, Royal Australian College of General Practitioners (RACGP) and Australian College of Rural and Remote Medicine (ACRRM).
The role also initiates, coordinates, and evaluates quality improvement initiatives and projects that support the RSS Projects and Partnerships business functions.
The Senior Project Manager is a key member of the Projects Team within the Rural Support Service (RSS), reporting directly to the Director of Projects and Partnerships. This role leads strategic program and project management across a range of clinical services and portfolios, providing high-level planning, policy analysis and governance oversight to support quality and safety improvement initiatives, clinical service planning, and clinical governance across regional South Australia.
Working closely with the Director of Projects and Partnerships, Chief Clinical Advisor, RSS Directors, Medical Advisors, Clinical Managers and the RSS Medical Advisory Forum, the role supports regional Local Health Networks (LHNs) to achieve their strategic and clinical objectives.
The RSS is a directorate of the Barossa Hills Fleurieu Local Health Network, that delivers a range of enabling services, such as workforce planning and recruitment, digital health, finance, infrastructure, procurement, and clinical governance support. Our purpose is to strengthen and sustain healthcare delivery in rural and regional areas by providing consistent, efficient, and specialist support functions to the six regional local health networks (LHNs) across South Australia. We work across 37 regional, rural and remote SA locations, as well as 3 Adelaide offices.
Many RSS staff enjoy working from home or remotely, or may choose to work from our central Adelaide offices, allowing our employees to benefit from the work-life balance this provides. They enjoy the freedom to further their career while remaining part of their local community and contributing to health care right across regional South Australia.
