ARTC is seeking a seasoned Project Manager - Controls to lead governance and oversight of project controls across its Infrastructure Projects portfolio. The role demands strategic leadership, collaboration with Project Managers, Finance, ICT and delivery partners, and a focus on performance reporting.

Qualifications

• Significant project controls experience in complex infrastructure, engineering or major projects.
• Experience leading a project controls function or multidisciplinary team.
• Strong knowledge of cost control, budgeting, forecasting and financial analysis.
• Experience applying Earned Value Management (EVM).
• Ability to translate complex project information into clear insights for senior stakeholders.

Responsibilities

• Lead development, implementation and continuous improvement of project controls frameworks, standards and governance.
• Provide expert advice to Project Directors and Project Managers on schedule, cost, risk and performance.
• Oversee development, maintenance and analysis of project schedules using Primavera P6, MS Project and related tools.
• Ensure integration of scope, schedule, cost and risk baselines to support forecasting and performance measurement.
• Lead cost management processes including budgeting, forecasting, cost analysis and Earned Value Management.
• Oversee project risk identification, assessment, quantification and mitigation, including scenario modelling and Monte Carlo analysis.
• Drive dashboards, analytics and reporting through Power BI, Excel and other platforms.
• Monitor portfolio performance against baselines and provide insights to senior stakeholders.
• Support assurance activities and governance/audit requirements.
• Lead and develop a multidisciplinary project controls team.
• Build relationships across Infrastructure Projects, Finance, ICT and external partners.
• Promote safety culture and compliance with ARTC’s Safety and Environmental Management Systems.
