Transport for NSW is seeking a Senior Manager Risk or Project Controls to lead the risk management function across a Sydney Metro project or enterprise level. You will design and implement risk frameworks, provide strategic risk guidance, and embed risk management into governance and decision-making processes.

You will lead risk workshops, advise Project Directors and leadership teams, and ensure timely escalation and mitigation of risks to support on-time, on-budget delivery and high standards

Reporting to the Director Portfolio PMO, The Senior Manager Risk , The primary purpose of this role is to lead the planning, design, implementation, and management of the risk management function at either the Enterprise level or for a Sydney Metro Project.

The role provides strategic leadership and professional guidance in the identification, assessment, escalation, and mitigation of risks, ensuring an integrated and proactive approach to risk management across the project lifecycle. Responsible for developing and implementing risk strategies, plans, and management systems, the position supports the successful delivery of project objectives by embedding risk management principles into all aspects of project governance and operations.

The role designs, develops, implements, and administers a robust and integrated risk management framework to ensure all forms of risk are effectively identified, managed, monitored, and escalated in accordance with relevant statutory requirements and organisational standards.

In addition, the role facilitates risk workshops with the Project Leadership Team, promotes risk awareness and accountability, and provides assurance to the Project Executive that issues and risks are being managed, reported, and escalated in line with established frameworks, policies, and compliance obligations.

Key accountabilities include:

• Embed risk management across the project lifecycle and governance framework, ensuring risks and retained risks are proactively identified, assessed, monitored, and managed throughout all phases of the Portfolio or Project to support successful delivery outcomes.
• Provide expert risk management advice and support to stakeholders, enabling informed risk-based decision-making while ensuring compliance with statutory requirements, corporate standards, and government policies.
• Lead the identification, assessment, monitoring, and escalation of project and portfolio risks, implementing effective mitigation strategies and corrective actions, and ensuring timely reporting to Project Executives to strengthen governance and oversight.
• Monitor key risks, controls, and mitigation activities to support project delivery, proactively managing commercial, construction, and commissioning risks to ensure projects are delivered on time, within budget, and to the highest industry standards.
• Drive the application of risk management best practices to enhance safety performance, fostering a strong risk-aware culture and ensuring risks to people, operations, and project outcomes are effectively controlled and continuously improved.

This position is offered on a fixed-term basis, with the potential for extension subject to business needs.

About you

You will be a trusted risk advisor and strategic business partner, responsible for fostering a strong risk-aware culture across the project through the provision of expert guidance, coaching, and leadership on risk management best practices.

You will be working closely with Project Directors, leadership teams, and functional stakeholders, you will play a pivotal role in supporting project planning, governance, process improvement, and informed decision-making, ensuring risks and issues are proactively identified, assessed, and managed throughout the project lifecycle.

You will be leveraging strong stakeholder engagement and influencing skills, you will facilitate collaboration across teams, contribute to the effective operation of governance frameworks, and provide valuable risk-based insights that support successful project outcomes.

A key focus of the role will be the ongoing review and monitoring of risks, ensuring their potential impact on project delivery, commercial integrity, and strategic objectives is clearly understood , appropriately mitigated, and escalated in a timely manner, enabling the project to achieve its goals while maintaining the highest standards of governance, compliance, and performance.
