Job description

The role

The Sydney-based Senior Manager, Cross-Industry Policy and Frameworks leads APRA's cross-industry prudential policy program and stewardship of APRA's policy framework. Leading two specialist teams and working closely with the Policy leadership team, the Senior Manager helps ensure that APRA's prudential framework remains effective, proportionate and accessible.

The role is responsible for prudential standards and guidance that apply across APRA-regulated industries, particularly in relation to governance, accountability, risk management, operational resilience and other non-financial risks. The role also oversees APRA's policy framework, including policy development and review processes, the digital Prudential Handbook and monitoring the effectiveness of prudential policy.

The team

Policy is responsible for developing and maintaining APRA's prudential framework. Within the framework established by Parliament, Policy develops prudential standards, guidance and other policy instruments that govern how banks, insurers and superannuation trustees manage risk and protect the interests of depositors, policyholders and superannuation members. These instruments form a core part of APRA's regulatory framework and establish many of the requirements that APRA supervises against and, where necessary, enforces.

Drawing on supervisory experience, engagement with industry and other regulators, and analysis of emerging risks, Policy develops and maintains a prudential framework that promotes financial safety and stability while supporting an efficient, competitive and innovative financial system.

Key responsibilities
  • Lead APRA's cross-industry prudential policy portfolio, ensuring standards and guidance remain effective, proportionate and fit-for-purpose;
  • Provide strategic advice on complex prudential policy issues and emerging risks;
  • Oversee the design, operation and continuous improvement of APRA's policy framework, including policy development and review processes and the digital Prudential Handbook;
  • Monitor the effectiveness and impact of prudential policy and identify opportunities to improve regulatory outcomes;
  • Lead and develop two teams through direct reports and contribute to the leadership and strategic direction of the Policy branch; and
  • Build strong partnerships across APRA and represent APRA in engagement with external stakeholders.
About you
  • Demonstrated success leading complex policy, regulatory or strategic programs and delivering organisational outcomes;
  • Strong people leadership capability, with the ability to lead through leaders, develop high-performing teams and create an inclusive environment;
  • Excellent judgement and strategic thinking, including the ability to identify emerging issues and develop practical, proportionate and effective policy responses;
  • Ability to balance prudential objectives, implementation considerations and stakeholder impacts when developing regulatory policy;
  • Strong analytical, communication and influencing skills, including the ability to provide trusted advice to senior decision-makers and build consensus across diverse stakeholder groups;
  • Experience designing, maintaining or improving policy, regulatory or governance frameworks;
  • Knowledge of prudential regulation, financial services regulation, public policy or a comparable regulatory environment; and
  • Relevant tertiary or professional qualifications, or equivalent experience.

To work with us, you need to be an Australian citizen with eligibility to obtain and maintain Australian Government Security clearance.
