SOS Recruitment is sourcing an experienced EL1 Program Manager to lead a major international development initiative focused on climate resilience in the Pacific and Timor-Leste. The role supports multi-stakeholder governments, communities and organisations to strengthen anticipatory action systems.

The position requires senior program delivery expertise, governance and MEL proficiency, and collaboration across international development, humanitarian and climate sectors.

Qualifications

• Demonstrated experience managing and coordinating complex multi-stakeholder programs.
• Strong governance, MEL, risk management and adaptive delivery experience.
• Excellent communication with government, multilateral organisations, NGOs and partners.
• Understanding of climate resilience, disaster risk reduction and anticipatory action.
• Ability to translate strategy into practical delivery plans, scopes, and governance docs.
• Willingness to travel domestically and internationally.

Responsibilities

• Lead the day-to-day management and delivery of the program, ensuring on-time, on-budget outcomes.
• Coordinate governance meetings, work planning, budgeting, risk management, and reporting.
• Manage relationships with implementing partners and service providers, including contracts and performance.
• Support development of governance frameworks covering MEL, risk and communications.
• Coordinate technical support across MEL, GEDSI, climate adaptation and learning.
• Engage with government stakeholders, UN agencies, NGOs and regional bodies to strengthen collaboration.
• Support financing alignment and pre-arranged financing for anticipatory action where possible.
• Contribute to governance, coordination and policy forums to reflect priorities and lessons.
• Promote evidence generation and knowledge sharing on disaster risk financing and early action.
• Identify communication opportunities and produce accessible materials.
