Job summary

Shire of Campaspe invites applications for the Rates and Revenue Team Leader who will supervise the rates and debtors team, oversee valuation imports and rate modelling.

The role also maintains the property system, issues notices under the Local Government Act, and supports the transition to TechnologyOne Ci Anywhere, with flexible work options.

A Finance/Business/Valuation degree or equivalent experience, strong communication, and current checks are required.

Job description

Remuneration: $109,120.48 to $122,246.87 per annum, plus superannuation & leave loading

The Rates and Revenue Team Leader is responsible for leading, coordinating and overseeing all functions of the Rates and Revenue Team, including rating and debtor management activities and the administration of Council's valuation and property database.

About the Role

The Rates and Revenue Team Leader responsibilities include, but are not limited to:

• Supervise the operations of the rates and debtors’ team to ensure all tasks are completed in a timely and accurate manner, including the development of processes and procedures.
• Manage valuation imports, the rate model, and the annual raising rates and charges (including emergency services and volunteer fund levy) in line with budget and rate capping requirements.
• Manage Council’s property system, ensuring records remain current and accurate, including the allocation of new street numbering and maintenance of the name and address register.
• Issue rate notices pursuant to the Local Government Act, managing the production of annual and instalment rate notices, including reminder and arrears notices.
• Liaise with ratepayers regarding objection process, payment arrangements, overdue rates and other rates and sundry debtor matters.
• Participate in the implementation and transition of Council's Rates and Debtors system to TechnologyOne Ci Anywhere.

About You

To be successful in this role, you will have:

• Degree qualification in Finance/Business/Valuation, or lesser formal qualification with extensive relevant experience.
• Extensive knowledge and experience in rates administration, accounts receivable and debt collection activities.
• Demonstrated experience using legislative instruments.
• Highly developed written and verbal communication skills.
• Demonstrated competency in employee supervision and management.
• Satisfactory National Police Check.
• Victorian Employee Working with Children Check.
• Valid Driver’s Licence.
