Job summary

Coonamble Shire Council is seeking an experienced Manager Infrastructure Programming to lead the newly established team and oversee strategic infrastructure planning and programming across roads, bridges, stormwater and public assets in Coonamble, NSW.

You will drive capital works delivery, asset management, and contractor collaboration, while mentoring a multidisciplinary team and shaping long-term infrastructure priorities for the Shire.

Qualifications

  • Tertiary qualifications in Civil Engineering, Project Management or Asset Management (or related discipline).
  • Significant experience leading teams and delivering infrastructure programs.
  • Strong project, contract and procurement management capability.
  • Experience managing budgets, programs and resources.
  • Sound understanding of asset management principles.
  • White Construction Induction Card and Australian work rights.

Manager Infrastructure Programming

Coonamble Shire Council is seeking an experienced infrastructure, civil construction or project leader to step into the newly established role of Manager Infrastructure Programming, based in Coonamble, NSW.

This is an opportunity to take your experience in infrastructure, capital works, civil construction, asset management or major projects and apply it at a broader strategic level.

You’ll build and lead a multidisciplinary team, influence how Council prioritises its infrastructure investment and help shape the long-term delivery of roads, bridges, stormwater and community assets across the Shire.

About the Opportunity

Reporting to the Director Infrastructure, you’ll provide strategic leadership across Council’s infrastructure planning and programming while overseeing capital works, infrastructure projects and asset inspections.

This isn’t a traditional engineering management role.

While sound infrastructure knowledge is important, your ability to lead people, develop programs, influence stakeholders and turn strategy into practical outcomes will be what sets you apart.

You’ll be responsible for:

  1. Leading infrastructure planning, programming and capital works delivery
  2. Developing strategic work programs aligned with Council priorities
  3. Coordinating projects, budgets, procurement and resource planning
  4. Building and mentoring a newly structured multidisciplinary team
  5. Overseeing inspections across roads, bridges, stormwater and public assets
  6. Managing relationships with contractors, consultants, government agencies and community stakeholders
  7. Monitoring project performance, financial outcomes and risk
  8. Supporting Transport for NSW prequalification and RMCC program delivery
  9. Improving infrastructure planning, project delivery and asset management practices
  10. Maintaining strong procurement, contract management, WHS and environmental standards

About You

You may currently be working in civil construction, engineering consulting, local or state government, transport, utilities, mining, infrastructure delivery or asset management.

To qualify, you’ll bring demonstrated leadership experience across infrastructure, capital works, civil construction, asset management or major projects, supported by tertiary qualifications in Civil Engineering, Project Management, Asset Management or a related discipline.

Equivalent industry experience will also be considered.

You’ll also bring:

  1. Significant experience leading teams and delivering infrastructure programs
  2. Strong project, contract and procurement management capability
  3. Experience managing budgets, programs and resources
  4. Sound understanding of asset management principles
  5. Strong commercial and financial acumen
  6. Confidence working with contractors, consultants and government stakeholders
  7. Class C Driver Licence or equivalent
  8. White Construction Induction Card
  9. Australian work rights

Experience within local government, roads and transport, utilities, mining, civil construction, engineering consulting, government or infrastructure asset management will be highly regarded.
