About the Role:

Are you an experienced Project Manager looking to step away from the day-to-day of site delivery, but still want to use your technical knowledge to shape winning projects?

This is an exciting opportunity to join a leading civil contractor in a pivotal pre-construction role, working on high-profile water and infrastructure projects across NSW.

The Role:

As Pre-Construction Manager / Bid Manager, you will take ownership of the front-end project cycle – from opportunity identification through to successful tender submission.

You will work closely with estimators, engineers, design teams and senior management to prepare compelling bids and robust delivery strategies.

Key Responsibilities:

• Lead preparation of bids, tenders, and EOI submissions for Sydney Water and Infrastructure projects
• Develop detailed project methodologies, staging plans, and risk assessments
• Liaise with design consultants, subcontractors and internal stakeholders during the tender process
• Review and refine bid documentation to ensure compliance and competitiveness
• Support value engineering initiatives to deliver innovative, cost-effective solutions
• Contribute to pre-award client presentations and negotiations
• Manage bid timelines, deliverables and review gates to ensure on-time submission

About You:

• Proven experience as a Project Manager, Senior Project Engineer or similar within water or civil infrastructure projects
• Strong understanding of construction methodologies and sequencing
• Excellent written communication skills, with the ability to craft clear, concise, and persuasive bid responses
• Ability to engage effectively with internal and external stakeholders at all levels
• Commercial acumen and a solutions-focused mindset
• A background in Sydney Water or major water utility projects will be highly regarded
