• Develop and maintain project governance frameworks, project plans, milestones, risk registers, stakeholder engagement strategies, benefits realisation plans, and reporting processes.
• Provide strategic analysis, business case development, options assessments, briefing papers, and recommendations to support governance decisions.
• Build and maintain relationships with health service executives, clinicians, government agencies, project sponsors and regional partners.
• Lead stakeholder engagement, consultation, facilitation, change management, and implementation activities to support adoption and sustainability.
• Monitor project performance, risks, dependencies and benefits, providing timely reporting and mitigation strategies.

Latrobe Regional Health is looking for Program Manager to join our growing team on a On Going Full Time Basis.

We are seeking an experienced and strategic Program Manager to lead the delivery of complex, cross-organisational programs and priority initiatives across the Gippsland Local Health Service Network (GLHSN). Working closely with the Regional Manager - Strategy and Governance, Executive Director, member health services, and key stakeholders, you will drive the planning, implementation, governance, and successful delivery of projects that improve healthcare access, integration, workforce capability, quality, and system performance across Gippsland. This role combines high-level project leadership, strategic thinking, stakeholder engagement, change management, and governance expertise to support regional health reform and collaborative service delivery.

The role of the Program Manager is to:

• Lead and deliver strategically significant regional projects and change initiatives, ensuring alignment with GLHSN priorities, governance requirements, timelines, budgets, and expected outcomes.
• Develop and maintain project governance frameworks, project plans, milestones, risk registers, stakeholder engagement strategies, benefits realisation plans, and reporting processes.
• Provide strategic analysis, business case development, options assessments, briefing papers, and recommendations to support executive and governance decision-making.
• Build and maintain strong relationships with health service executives, clinicians, government agencies, project sponsors, and regional partners to facilitate collaboration and successful project outcomes.
• Lead stakeholder engagement, consultation, facilitation, change management, and implementation activities that support adoption, sustainability, and organisational readiness.
• Monitor project performance, risks, dependencies, and benefits, providing timely reporting, escalation, mitigation strategies, and continuous improvement recommendations.

About you

Ideal candidates for this role will have:

• Tertiary qualification in Project Management, Health, Business, Public Administration, or a related field, or equivalent senior project management experience.
• Demonstrated success leading and delivering large-scale or complex projects within healthcare, government, public sector, or similarly complex environments.
• Strong strategic thinking and analytical skills, with the ability to connect project outcomes to broader organisational and health system objectives.
• Highly developed stakeholder engagement, consultation, facilitation, and influencing skills, with experience working across multiple organisations and levels of leadership.
• Proven experience in governance, risk management, change management, implementation planning, and performance monitoring.
• Outstanding written and verbal communication skills, with the ability to prepare executive-level reports, briefing papers, presentations, business cases, and recommendations.
