Job details

The Passports IT Section within the Business Solutions Branch of DFAT's Information Management and Technology Division has a requirements for up to (2x) experienced SmartIQ/.NET Developers to support the ongoing sustainment, enhancement and delivery of passport systems and priority ICT initiatives. The roles require strong expertise in Smart IQ and Microsoft technologies, modern cloud platforms and full-stack application development to ensure continuity of critical services and delivery outcomes. The role is required to develop and support enhancements, maintenance and provide shared/ongoing 24x7 on-call support for the Online Passports Application Service (OPAS) and other miscellaneous work packages.

Key duties and responsibilities

  • DFAT is seeking experienced full stack Smart IQ/Vue JS/.NET Developers who can effectively manage multiple high- priority work items simultaneously. The ideal candidates will have a proven record of development achievement in agile teams, demonstrating flexibility and adaptability in dynamic environments.
  • Experience and knowledge in leading ICT technical teams may be an advantage. We are seeking enthusiastic and proactive candidates with 5+ years of experience of Smart IQ and .NET development - preferably with some experience in an APS environment.
  • Candidates must be innovative thinkers, thrive in an environment of rapid change, continuous improvement and be passionate about delivering real business benefits.

The Skills Framework for the Information Age (SFIA) has been used to inform the requirements. In summary, DFAT seeks suitable candidates with the following relevant skillsets:

Skills/Levels:

  • Development and Implementation - Systems Development - Programming / Software Development (PROG) - Level 5

Technical skills

Certification in Smart IQ or related technologies / Relevant Microsoft certifications/ Relevant cloud platform certifications

About the project

The Passports IT Section is seeking experienced SmartIQ/.NET Developer resources to work across multiple applications supporting the end-to-end passport technology ecosystem. These resources will contribute to both business-as-usual sustainment activities and the delivery of strategic enhancements and projects, ensuring continued support for critical passport and consular services used domestically and overseas.

Criteria

The buyer has specified that each candidate must provide a one page pitch to address all criteria specified. This is equal to 5000 characters.

  • 1. Advanced demonstrated experience developing customisations and/or integrating with external products using the Smart IQ product.
  • 2. Demonstrated experience to build and design enterprise level integration solutions.
  • 3. Demonstrated ability to build data models to business requirements.
  • 4. Demonstrated experience in tracking and progressing tasks using Agile, Kanban or Scrum Frameworks.
  • 5. Demonstrated experience in tracking and troubleshooting errors in development and configuration.
  • 1. Experience in providing technical assistance and end user troubleshooting.
  • 2. Extensive experience in configuring Smart IQ forms with the ability to build and modify custom objects, flows, permission sets, sharing and other related configuration and settings.
  • 3. Experience working in a government sensitive environment.

Additional requirements

1. Seller to acknowledge that DFAT has a contractor stand-down period within December and January each year. Duration of the stand-down is at DFAT’s discretion and usually for a period of 4-6 weeks.

2. Seller has received the candidate's express agreement to represent them for this opportunity.

3. Seller to declare if they intend to subcontract any part of the labour-hire services through a third party.

4. Seller to advise if their contractual employment agreement with their nominated candidate/s contains an enforceable restraint of trade (restriction) clause.

5. Seller to acknowledge that offered candidates must have an existing active security clearance at the minimum level of (NV1).

6. The labour hire worker must be available to provide after-hours on-call support, including weekends and public holidays on a shared roster basis to be agreed between the participants in due course.

  • 7. Seller must indicate whether or not their business entity is a ‘relevant employer’ under the WGE Act and, if applicable, provide a current letter of compliance as part of their tender submission.
