Job summary

CSIRO is seeking a Monitoring, Evaluation and Learning (MEL) Manager to lead a nationally dispersed team and develop a portfolio-wide MEL framework. The role partners with teams to drive evidence-based decision making and learning across Innovation Programs, RUIC, and the SME strategy.

The successful candidate will lead data-driven reporting, build capacity within staff, and manage stakeholder relationships across multiple locations in Australia, with occasional travel.

Qualifications

• Qualifications in a relevant field (e.g. innovation, statistics, program evaluation) or equivalent MEL experience.
• Experience leading development and application of MEL frameworks and indicators.
• Proven ability to build and lead high-performing teams.
• Proficiency in quantitative and qualitative data collection and reporting.
• Ability to produce high-quality written materials and presentations.
• Strong communication and stakeholder relationship skills.
• Experience liaising with diverse stakeholders to meet objectives on time and within budget.

Responsibilities

• Lead a small, nationally dispersed team of MEL advisors to develop and implement the Innovation Programs portfolio MEL framework.
• Lead monitoring, evaluation and reporting for the RUIC program, including KPI development, impact case studies, and liaising with the Queensland Government.
• Oversee MEL for CSIRO’s SME Strategy, including data gathering for reports, KPIs and governance requirements.
• Ensure qualitative and quantitative data collection and analysis comply with policies.
• Prepare high-quality reports, case studies, and presentations for internal and external audiences.
• Build capacity of Innovation Programs staff in monitoring and evaluation and share best practices.
• Develop and manage stakeholder relationships and represent CSIRO at external and internal forums.
