Job description

Department of Transport and Main Roads QLD – Brisbane QLD

The Passenger Rollingstock and Signalling Branch (PRS) is responsible for delivering and managing innovative rollingstock and signalling programs that support a safe, reliable, accessible and integrated rail network for South East Queensland's growing communities.

The European Train Control System (ETCS) team is leading the delivery of the ETCS Program, a critical portfolio of projects and initiatives that will implement the signalling requirements of the Department of Transport and Main Roads' Rail Network Strategy. The program will transform the South East Queensland rail network through the introduction of world-class digital signalling technology, enhancing safety, reliability, network performance and capacity to meet increasing customer demand.

As a key enabler of Queensland's future transport network, ETCS has been identified in the Brisbane 2032 Delivery Plan as a priority investment supporting the Brisbane 2032 Olympic and Paralympic Games.

In the role of Manager (Program Management Office) - AO8, you will provide leadership, management and specialist program management expertise to support the successful delivery of the ETCS Program. The role is responsible for leading and managing the Transport and Main Roads PMO workforce, including governance, advisory and document control resources, while working in partnership with the PMO Lead and contractor discipline leads to ensure PMO services effectively support program delivery.

You will provide TMR-specific knowledge, experience, governance oversight and assurance across the integrated PMO function, ensuring program management practices, controls, reporting, information management and assurance activities align with departmental requirements, standards and objectives. The role will work closely with the PMO Lead, project teams and key stakeholders to drive continuous improvement, workforce capability and delivery excellence across the ETCS Program.

Key responsibilities include, but are not limited to:
  • Lead and manage TMR PMO personnel, including governance, advisory and document control resources, providing effective workforce leadership, performance management, coaching and professional development in accordance with departmental policies, role descriptions and employee obligations.
  • Establish and maintain regular engagement, performance and workload discussions with TMR PMO team members to ensure resources are effectively deployed, responsibilities are clearly understood and fulfilled, and PMO services continue to meet the needs of the ETCS Program and its constituent projects.
  • Manage and coordinate the delivery of TMR PMO services across the program, ensuring resources, processes and support functions operate effectively and remain aligned with TMR policies, frameworks, standards and program requirements.
  • Collaborate closely with the PMO Lead and discipline leads to ensure PMO services, processes and capabilities effectively enable program delivery, drawing on TMR knowledge, program management expertise and governance guidance to support informed decision-making and successful outcomes.
  • Partner with the PMO Lead to continuously develop and enhance PMO roles, responsibilities, processes and operating practices, ensuring evolving program requirements are addressed and PMO services remain fit-for-purpose throughout the program lifecycle.
  • Ensure effective document control, information governance and records management practices are implemented and maintained across the program, supporting compliance, configuration management, auditability, accessibility and information integrity requirements.
  • Foster a high-performing, collaborative and service-oriented culture across the TMR PMO team, promoting accountability, continuous improvement, knowledge sharing and professional excellence in support of ETCS Program objectives.

Applications to remain current for 12 months.
