Job summary

State Government of Victoria is seeking a Manager, Procurement Shared Services in Melbourne to lead a corporate procurement team and oversee procurement activity across DGS, providing expert advice and high-quality support to internal stakeholders and client departments.

You will manage procurement systems and processes, develop staff wellbeing and development, prioritise workloads and deliver improvement initiatives, ensuring fair, transparent, accountable practices that achieve value for money.

Qualifications

  • Tertiary qualifications in procurement, commerce, law or related disciplines is highly desirable.

Responsibilities

  • Develop and manage procurement strategies, policies, systems, templates and guidance, ensuring consistent and compliant practices across the department.
  • Champion best-practice procurement and provide authoritative advice on complex policy, processes and systems, including social procurement and Local Jobs First requirements.
  • Manage and develop a team of procurement specialists, building capability, supporting performance and fostering organisational values.
  • Build strong relationships, understand stakeholder needs and use influencing, negotiation and consultation skills to resolve issues and continuously improve service delivery.
  • Prepare high-quality reports, briefs and correspondence for senior management, executives and Ministers, communicating complex procurement matters clearly to diverse audiences.
  • Develops strategic direction, translates it into operational plans and builds organisational capability to deliver outcomes.
  • Strong public sector procurement experience, with the ability to develop complex proposals, provide expert advice and operate within government policies and delegated authority.
  • Understands complex organisational systems, identifies opportunities for improvement and drives value, efficiency, return on investment and risk management.
  • Builds strong relationships with senior stakeholders, navigates complex issues and conflict, and leads organisational change through effective influencing and collaboration.
  • Creates an inclusive, high-performing culture, develops people and champions customer-focused service delivery and continuous improvement.

About the Role

The Manager, Procurement Shared Services will lead a corporate procurement team, overseeing procurement activity across DGS and providing expert advice and high-quality support to internal stakeholders and client departments. The role will manage procurement systems,processesand shared service resources, while supporting staff wellbeing and development, prioritisingworkloadsand delivering improvement initiatives.
