Central Land Council in Alice Springs seeks an Aboriginal identified senior leader to head a broad corporate services portfolio, including HR, IT, asset and property management, and enabling functions. The role reports to the CEO and sits on the Executive Management Team with autonomy across multiple offices and communities.
The successful candidate will strengthen governance, set priorities, and develop organisational capability, ensuring compliant, efficient services across Central Australia.

The Central Land Council has designated this as an Aboriginal identified position because of the role’s senior leadership responsibilities and the importance of Aboriginal cultural knowledge, authority and relationships in working with the Council, traditional owners, Aboriginal communities and staff. This central role will:
Lead a diverse corporate services portfolio supporting operations across Central Australia
Shape organisational capability, systems, infrastructure and service performance
Work with the Chief Executive Officer and Executive Management Team to deliver CLC priorities
Reporting to the Chief Executive Officer and as part of the Executive Management Team, you will lead a broad portfolio of people, technology, infrastructure, logistics and organisational support functions with substantial autonomy and a whole-of-organisation mandate.
You will bring clarity to priorities, strengthen governance and services and build management capability across functions essential to the CLC’s work in Alice Springs, regional offices and remote communities.
The CLC represents and provides services to Aboriginal people across Central Australia. Under the Aboriginal Land Rights (Northern Territory) Act 1976, it supports land rights, native title, community development, land management, employment and enterprise, sacred site protection and advocacy. Provision of coordinated executive oversight across Human Resources, Technical Services, Fleet Management and Regional Logistics Services
Management of CLC accommodation facilities, capital works, repairs and maintenance programs
Oversight of the Aboriginal Associations Management Centre (AAMC), Project Management Office, Computer Services and Information Services
Setting of service expectations, priorities and performance measures for corporate functions
Development of business unit managers, including recruitment, performance, succession and workforce capability
Reviewing of operational plans, forecasts and budgets for alignment with statutory functions and the Corporate Plan
Strengthening of policies, systems and administrative processes so that services are efficient, reliable and compliant
Management of organisational risks across the portfolio, including work health and safety, operational continuity, information and asset risks
Representation of the CLC with government, Aboriginal organisations and partners, and advise the Council on enterprise priorities
Support for Aboriginal employment, development and career pathways across the organisation
Extensive senior leadership experience across a substantial corporate services portfolio, including human resources, information technology, asset and property management and related enabling functions
Sound knowledge of the PGPA Act and related Rules, together with an understanding of the Australian Public Service operating environment
A record of improving service performance, governance, systems and accountability across multiple business units
Strong commercial and operational judgement, including the ability to balance service quality, compliance, risk, cost and organisational priorities
Strong judgement, clear written and verbal communication, and the ability to negotiate and build trust with senior leaders, Aboriginal people, government and partner organisations
A record of leading and developing multidisciplinary teams, setting priorities and delivering organisational outcomes through change
Cultural capability and the ability to work respectfully and effectively with Aboriginal people; knowledge of Aboriginal society and contemporary issues in Central Australia will be highly regarded

The successful candidate must hold a current license that is valid in the Northern Territory and satisfy required checks including an Ochre Card, National Police Certificate and Australian Financial Security Authority bankruptcy check.
