Capital Recruit is proud to be partnering with the RSPCA ACT to recruit for their new Executive Manager Animal Welfare and Operations.
This is a wonderful opportunity to work with the RSPCA ACT where you will play a crucial role in providing help, protection, and advocacy for the better welfare for animals in the ACT. RSPCA strives for a community free of animal cruelty and neglect, where all animals have the best chance of having a happy life.
The Organisation:
The RSPCA ACT animal shelter first opened in 1955 on its current site in Weston, ACT, joining branches in Victoria, Tasmania, New South Wales, South Australia, Queensland, and Western Australia. The Northern Territory was added as a society member in 1965.
The RSPCA’s history in Australia dates back to 1871, when a public meeting to discuss the ill treatment of horses in Victoria led to the formation of Australia’s first Society for the Prevention of Cruelty to Animals.
The animal shelter and RSPCA ACT headquarters at Weston covers approximately 1.5 hectares.
The site comprises five main buildings, kennel space for about 60 adult dogs and puppies, living space and cat runs for 40 cats and kittens, bird aviaries, and two wombat rehabilitation enclosures.
The shelter has dog and puppy training yards, retail shop, and a veterinary clinic for shelter animals.
The Role:
The Executive Manager Animal Welfare and Operations is responsible for leading and managing daily operations of animal care, veterinary services, and client relations, ensuring high standards of animal welfare and service delivery. You will oversee staff performance, team development, and stakeholder engagement. Develop and implement policies to drive operational efficiency, compliance, and financial sustainability. Manage budgets and expenses for animal care and veterinary services, including authorising relevant payments. Foster a positive, collaborative environment aligned with RSPCA ACT’s strategic goals.
Key responsibilities:
Animal Welfare
- Oversee daily operations of animal care, veterinary services, and client relations including managing staffing resources and workflow.
- Manage the teams in the animal welfare sections including managing staff performance, disciplinary processes and regular performance reviews.
- Achieve and maintain the highest standards of animal welfare, health and quality of life outcomes in the RSPCA ACT shelter environment.
- Build and maintain strong relationships with animal welfare stakeholders and cultivate partnerships for enhanced impact.
- Develop and maintain operational capabilities and compliance measures.
- Ensure accurate animal welfare statistics are maintained and reported
- Foster a positive, collaborative working environment for staff and volunteers.
Financial- Oversee the management of animal care and shelter vet expenses to budget or better.
- Authorise payment of invoices relevant to the animal care and veterinary clinic sections.
- Work with N001 Chief Executive Officer ("the CEO") and the N006 Executive Manager Finance ("the EMF") assisting with the preparation of the annual budget as it relates to the Animal Welfare sections.
Other- Take part in the strategic management of RSPCA ACT.
- Recommend training requirements to N002 Executive Manager Business & Support Services (the "EMBSS") for all staff in the animal welfare sections.
- Work with the CEO and the EMBSS regarding staffing and personnel requirements.
- Work with the leadership team to promote health and safety in the workplace.
- Prepare monthly reports, papers and advice for the CEO.
- Provide advice to the Leadership Team and implement systems and strategies in relation to RSPCA's management.
- Assist with other activities such as fundraising and public relations.

Who we are looking for:The ideal candidate will have:
Essential- Demonstrated deep experience in the successful leadership and management of a team or business unit, including managing budgets.
- Experience working with or in the not-for-profit environment.
- Demonstrable understanding of policy, regulations, legislation and codes of practice.
- Excellent communication and interpersonal skills, both written and verbal, including the ability to interact with a diversity of individuals from both within and outside RSPCA ACT.
- Knowledge and understanding of Equal Employment Opportunity, Work Health & Safety and anti-discrimination Legislation.
- Strong mental resilience and ability to cope with confronting situations and cases of animal cruelty
Personal Attributes- Highly motivated self-starter, strong organisational skills with a positive, professional attitude, strong work ethic and critical attention to detail.
- Well-developed skills in managing time, setting priorities, planning and organising.
- Ability to establish and maintain confidentiality, tact and discretion when dealing with people and issues of a sensitive nature.
